too many attempts please try again later

Submitted a ticket but apparently everyones too busy playing the risa event even after four hours. I took a small break from the game, about three days and right after it was done patching I get this:

'too many attempts please try again later'

How has my first attempt in three days to log in been too many?

    Haven't you heard? You can only submit one ticket every 365 days. :):):)

    Probably the system is being overwhelmed by lots of other people who have been submitting tickets regarding the risa summer event.

    I might try it out either tomorrow or Saturday...
