Its true, my Scimitar just goes pfft. Nothing happens, i dont see any kind of drop in enemy shields or hull. In fact the bloody weapon is just a giant TRIBBLE machine. Come on i want to be able to seriously damage ships over 5 km away and obliterate anything within that.

One you can pop an aux bat before firing, boost it. But more importantly, the time you're charging up to fire, you could probably do more total damage with 12 seconds of weapons fire.
To really make the thalaron gun shine, you get a Tulwar, put on five fleet particle generator consoles, get full ranks in part gen, and put your aux to max.
Then you pop RSP and sec shields, have a buddy grav well some baddies, and fire.
You can definitely 1-shot stuff that way. Risky, and expensive to do right, but DAMN fun.

Add to this by using the Deflector Duty Officer that increases all Exotic Damage by 5% for 15 seconds whenever you activate a singularity power like Gravity Well or Rift.
So hit all your buffs and protection then use Gravity Well or Rift and then go right into the Blast
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.
I must admit, respect points to Trendy for laying down the law like that.
Actually they've never nerfed the Thalaron Pulse from players, so far as I know.
It is possible to one-shot things, it's mostly a matter of much work you are willing to put into it.

The draw of the Thalaron Blast is its destructive power but that power comes at a pretty high price.
If you want the 80 -100k Pulse Blast you've got to go all in on boosting your exotic damage and in doing so leave your Scimitar very weak elsewhere.
The Thalaron is great but with its 12 second charge up and 3 minute cool down you'll get more bang for your buck boosting and building for your Energy Weapons like Cannons or Beams weapons.
Now if Cryptic ever introduces a Reman Duty Officer that can cut the charge up time of the blast by 50% and also offer a chance to reduce its cool down by 40% I may change my tune

Truth ... my sci friend once popped an entire transformer in ISE ; when i tried it myself with blue part gens and a tulwar ( since it was just an experiment and didn't want to spend over it) , it did almost nothing to the CE or the day of Republic's boss... don't remember now... and my friend confirmed that ... if once it was unefficient but still fun, now it's totally useless
The Green Sneeze is a flashy gimmick you use to show off. If you want to hurt something, just shoot it. Any half-decently built Scimitar will do several times more damage with its normal weapons.

Straying off subject a little bit, you can see in the video hes been able to stretch the boff bar across the bottom of the screen, I can't seem to be able to do that using the F12 hud layout menu. Anyone help?

Frankly though the nastiest thalaron weapon I have seen isn't Donatra, it's the one one the Scimitar that appears in Federation Fleet Assault. The rate of fire on it is incredibly fast. Minute or 90 seconds tops.
If you count the DoT, I can do about 90k with my Thalaron pulse. Have not gone higher due to the cost it would take inconsole slots. Will be looking into the new Undine one that boosts rad damage though.
