It's not. He or she can spend the time getting dilithium from the Voth zone or any dilithium grinding tactics and start a fleet. Get it to tier 2 shipyard and get weapons that make a significant difference. Frankly, since its' limited to 4/4/4 and abilities would not use it. Why grind something when eventually it will make 0% difference once they put in more reputation systems in game content?

Since you are asking this question, then most likely you are not a completionist, and want to know if it is practical. As mentioned by others it will depend on what you want, if things stay the same from here on out.
If you like the gear from the episode A Step Between Stars, and that is all you need, then you can get it just by completing it 3 times on each toon. That will mean that you don't need anything but consoles, weapons, or passives from the rep systems. This will help to narrow things down.
There are some good set bonuses with a few of the things in the rep systems. However, if you are not focused on having the best all the time, most of the players I have talked with about the passives are like myself. We can use the passives from Tier 2 in all 5 of the rep systems, and that is all we will ever need. Just swap out the T2 in Undine rep for the one in Task Force Omega.
I had a character with al 8 offensive passive space traits before this revamp. I am now doing more DPS with him using only 4 T2 passives. I couldn't get this kind of DPS before.
So, I suggest looking at the gear you need, or want and compare it to the fleet items, and ones you can get for free from the episodes. If you don't need anything from the rep systems as far as gear is concerned, then you just need to see what passives you might need.

Yup. You can absolutely do that. In additon to 15 minutes once every other day to slot a daily. It's just so much easier and takes so much less time and resources.
You make this point in a vaccuum, as if people aren't already doing that AND the old grinds. At this point, the new grind is easier and takes less time and gives them MORE time to chase other things like fleet stuff.
This really has nothing to do with the reputation traits. And everything to do with the changes to the reputation costs. It's been made more casual friendly. Making it "worth" it simply because the resource investment is a lot easier on players.
It's not a waste of time. It costs less time, less money, less of everything. To get to the end of a grind that offers costumes, and a big mark and dilithium boost for some, a boff for others, and so on and so forth.
It's been changed from an intense mountain you have to climb ... to a fire and forget daily mission ala a browser game.

I agree there is nothing to complain about. Under the old system... I didn't complain, I can see where some people where coming from though. The grind was getting excessive. It doesn't feel that way when you have a toon that has been keeping current... I know I had friends that came back after taking long breaks though and they look at 3-4 new grinds they haven't started most of which relied on players doing annoying missions over and over... it did send some people back on hiatus.
The new ones are much less annoying. I can now log in and do what I like to do which is mainly PvP. I have plenty of alts after being here since launch and I can now go back and fire my alts through this or that mission here and there... start some missions and forget about them again for a few days. At least now it feels like I could have something to do on any alt. It doesn't feel like a waste of time to do month long grinds on alts I barely play... I can just log in and do a bit on them here and there start a mission or two and go back to something I enjoy doing more.
I hated the old system for forcing me to do the same 1-2 missions 200x times if I wanted to get the rep on say 3-4 toons at one time. The reduced costs make it much less annoying... the fact that I don't have to feel like my only viable toons are the ones I have invested 100s of grind missions into, makes me happy. As far as I'm concerned the rep grinds should have always felt like a mini game... not the game game. If you follow me.
The new one is terrible, well at least the set up. Voth Rep was perfect. Yes, it was a little faster to complete, but then it made it much easier to replay the content for you alts. The other reps, except for Omega, which still has the best gear outside fleet TRIBBLE, should be skipped.

no it's harder but you get more powerful weapons. and you aren't limited by the number of reputation traits.

I don't have to switch traits space or ground.
As they add more reputation systems Ii am not going figure out what 4 ground traits are out of 100 available ground traits are the best. that's insanity.
Undine Assault on Elite has no tactical cubes whatsoever. But is harder. Oh and reports are coming in that the Breach Elite was tweaked to be much more difficult.
I'd say give that a try. At this point in your STO career you can't possibly need anything from the Omega Rep anyways.
