What is wrong with Cogent Communications?

I have been having MASSIVE lag that is now so bad that I can't even get past the "Choose Character" screen.
I investigated and discovered that all the lag started the minute my connection reached Cogent Communications' network.
It isn't just STO that is having Cogent problems. WOW, SWTOR, COD, Diablio III and Everquest are all getting hit. You can all goggle it if you want.
So what the hell is going on in Cogent?
