I skimmed through all the posts but didn't see anyone mention decompiler spec. It will affect your phaser proc. Personally I like phased polarons better but I always seem to have flow cap and decompiler. For any other ship I've used elachi since day 1.
I do not believe that decompiler affects the phaser proc anymore. Wasn't that changed a while back?
"I'm not big on telepaths myself. I'm not big on guns either. But if everyone else has them, I want to make sure I can get my hands on the biggest one I can."
Decompiler used to effect phaser procs, but it sadly no longer does.
Now, the proc is a flat 5 second disable, with a 10 second lockout. The 5 seconds is reduceable by the Subsystem Repair skill.
A rather hefty nerf, but as iterated several times here by PvPer's, the proc is still worth while even in its nerfed state.
The real answer, tho some people will argue till the ends of time about it, is that no proc is godly, so you can choose which color death you spit and not obsess over the triviality of it all... but if you really must have the smallest Nth % difference on a parse AP is, and has been for some time, the only option, or plasma if you are a science console heavy ship. But... if you really care about that tiny fraction... Then why are you reading here about Phasers anyway, they by definition are not one of the 3 "DPS" weapon types...
The magic secret is that most of the bonuses people lose their heads over parse out to be much lower than their tooltip would lead you to believe... But it pains me to separate people from their enthusiasim... By all means, cling to that sliver of DPS you may gain over me... I do not need it, I can win without it...
I once again match my character. Behold the power of PINK!
Now this may not be accurate, but it is based on something I have seen happening in PvP recently.
There has been a massive move back to phaser faw builds, and this decompiler mechanic may be the cause of it. (even people that always were die hard users of a different weapon type have been showing up with phaser or phased hybrids in great numbers of late)
Additionally, phasers are proccing on subs like crazy right now. The "nerf" mentioned above may have broken somewhere in there when they were messing with FAW and stuff a few months back.
But like I said, its just a theory that happens to fit something i have been seeing.

I haven't noticed anything recently, but a while back during the FAW troubles they broke it so that Phasers didn't drain power under FAW... that was fun for a while! :P
But recently, no, I haven't noticed anything. I have gotten a few kills from lucky shield drops, but that always happens, and a random chance of a random chance is hard to work out...
Edit: I also run a all human crew with my subsystem repair thru the roof... if phaser procs go haywire I may well be the last to know :P

However, Romulan Plasma will out perform normal Plasma or AP for several reasons even without the Science Consoles but those are best. Though AP is best for spike damage besides Elachi if you want to gamble.
However, again the mention that Phasers are meant to be a "utility" weapon rather than a "DPS" weapon which is true BUT they fall flat compared to the other "utility" weapons. Tachyons actually do something predictable and useful (even if somewhat poorly) and Polarons are like the next generation of Phasers which makes them obsolete. Trust me, slowing down a ship, reducing its shield resistance, and its damage output consistently is going to make a MUCH bigger difference than randomly shutting one subsystem down for a split second every 10 seconds or so.

Could just be all the new Dreadnaughts flying around who want to boost their lance so need Phaser Consoles.
Aux Offline: Wait, did something happen? I couldn't tell.
Engines Offline: Aaaand now we're zipping out of ideal firing position. Nuts.
Weapons Offline: Welp, by the time they come back, all my heals will be off cooldown and we'll be back at square one. Nifty.
Shields Offline: Wasn't there an enemy there a second ago?
The Phaser proc is basically the one-armed bandit of procs, sometimes you hit the jackpot*, but most of the time you're just left a little poorer overall. The proc should be gutted and redesigned, my suggestion? Reduces targets Power Insulators and/or Subsystem Repair skill.
*Ever get a shield offline proc on a Voth Citadel? From full hull and shields to like 10% hull in less that 5 seconds, pretty funny especially when your rag-tag bunch of starship captains wasn't really making any headway against its shield.
[EDIT]
I think it's implied by the above, but they're even more derpy in PvP, though all-around more useful.
If you feel Keel'el's effect is well designed, please, for your own safety, be very careful around shallow pools of water.
^Pretty much what that guy said. NPC's don't move around much, and they use Aux even less than players do, so in PvE you're only getting use out of it half the time.
Aux Offline: I never notice this, except when it causes Donatra to Insta-Failaron and kill someone.
Engines Offline: Wait, these things were moving?
Weapons Offline: Don't ever notice, enemies don't fire visible projectiles, you just kinda take magic damage. Since the magic damage doesn't stop when you disable merely one enemy...
Shields Offline: Huh, that's funny. Oh, wait, nevermind, there it goes, musta been a graphical glitch.
Don't, even if recompiler did affect them its VERY high up in the skill point tree, not worth it at all. It does what? Double a 1 second duration proc?

There is no way that you are going to instill a reality on me that my parser will not back up, so you are welcome to try.
That said, Romulan plasma does out perform in some situations, but spike damage still counts in PvP, and besides that, the parser will tell you you are wrong about romulan plasmas. They are not the end all be all. They are quite, quite often out performed by highly tuned crit builds. Don't yell at me, blame the parser.
Utility is in the eye of the beholder, and energy drain mechanics are just as situational as a system offline.
Lets just say that at my level of power insulators, I don't change my tactics one bit if I see a drain coming at me... Don't make me laugh at a polaron proc...
I once again match my character. Behold the power of PINK!
Agreed. And on top of that you have the experimental beam array that has no power drain and allows all your other beams to fire for higher damage. If you bundled it with the romulan console, both of which are excellent items in their own right, then you get a set bonus that makes your plasma beams even MORE powerful. Pair those things up with those science consoles you were talking about and the dual plasma/disruptor proc becomes a clear winner. Phasers have a pretty hard time comparing to advantages of that magnitude.
There it is. This is the biggest problem in this game. Its all about the highest damage or the easiest/fastest way to get your dps up. I have to wonder, do players like these play the game just to play it, ever, or is it all about winning? Let me ask you this; if all weapon types had the same proc, and damage, but some had a higher chance to proc and did more damage vs certain enemies, would you immediately drop your current setup and jump on the new weapons?

Personally I play the game just to play it. I don't particularly care that much about DPS. I don't like low DPS (<2000) or high DPS (>15000). I try and run different energy weapons as much as possible. On my klingon character I had the choice of running either AP, Romulan Plasma, or Elite Disruptors. I didn't care about DPS so I went with Elite Distruptor. I wanted to try something new. Sure I lost some DPS, but it was something different.
I typically run between 6000 to 10,000 DPS on all my chars. I don't run anything uber as far as I know. I don't run plasmonic leech, but I run A2B on 1 char and that typically gets me 10K DPS on my Avenger but that is far from godlike DPS.
I think running high DPS makes the game boring, which sucks because the game is already become boring (at least for me)
A few days ago I pugged Khitomer Vortex Elite and it had one of those infamous 27K DPS Scimitars. Let's just say the mission was over quick and I did not get much enjoyment out of it. Even with all those instances where there is 1 uber elite godlike DPS player on the "team" the match is over so quickly and it gets really boring.
I've given up the DPS race, not that I was ever really in the running, I'm a Fed Sci. If I really cared that much I'd be a Rom/Tac/Scim like the rest.
Once I broke 20k ISE in my Atrox I was saitiated, and bought me some elite fleet phasers and went back to cruisers.
Let the rabid DPS chasers have their fun. Gets me thru runs faster, and they like it better this way. Then they can crow about how much better they are, because they did 500 more DPS than I did, because my phasers suck and I suck and my whole family sucks and should learn to play...
I once again match my character. Behold the power of PINK!
Yea but its really fun when you beat some of them with Phasers
OMG I love it when that happens.

Some tac/Defiant starts loosing their mind, about how bad my Atrox sucks and I am in the worst ship in the game and I should take my kitty carrier and shove it.... yeah... all sorts of abuse... It was really bad. I would get the thread locked if I were to post it all here.
I loved being able to post the damage at the end, finishing up at 15k while he failed to break 5k...
He still kept going off on how I sucked... but at least the others figured out he was a blowhard...

In a heart beat. Personally, I would prefer to run nothing but phasers on my Federation ships because that is their canon beam and seeing starfleet ships fire nothing but green beams looks awkward. But, in a game that is designed from the ground up to be a dps race, I angle to dps. Hate the game, not the player.

But I mean, the finish line is waaaaaay back at like 3k DPS on ISE. So why's it matter if you're doing 13k or 30k when you needed so much less?
That's the "winning" part I'll never quite understand. The winning is the completion of the mission. Finishing it in 5 minutes instead of 7 doesn't win anything due to the time gate for completion.
You could run phasers and be a-OK. Those green beams aren't winning much of anything.
I don't know. I mean I used to raid in EQ and vanilla WoW. I was a damage dealer. One of the better ones at various times on my specific server. But even then I understood the situational nature of the parses. And really only parsed at certain times so I could make upgrade decisions and better organize my DKP. The end result was always getting the kill for the guild, not anything else.
It just seems like the context of what DPS is, as well as the utility of parsing gets completely lost in this game since it's end-game is so static.
I guess I'd be more impressed if we started seeing more numbers from CE, No Win, Storming the Spire and Into the Hive.
EDIT: Sorry to veer so far off track. Back on topic ... Uh, Undine rep has some phaser centric stuff coming right?
I used to heroic raid. I was a healer for most of my career, but I was also one hell of a DPS.
There comes a point where we would have the content on "Farm Mode," where it presented no further challenge and existed mostly for us to steamroll for bragging rights and loot.
All of the content in this game has been on farm mode for quite some time, and other than NWS, it has all been released in farm mode for the past year or 2.
Saying the game is based as a DPS race... I certainly see people playing it as such... but I wonder where they are racing to...
It's still cute watching them bicker sometimes, tho.
Edit: Oh, and we never see numbers for those missions because... oh my hehe wait for it... In those events... /giggle...
The DPS doesn't matter as much!
But this is a DPS race? Oh... yeah... that is a fallacy...

Had a similar experience in a cure space elite. Everyone else went to the right and center, I went left, and began the process of taking out BoPs and nanite stations. I do the first group of BoPs, and get the first nanite sphere to about half HP, when suddenly raptor and neghvar ships start appearing. Curious, I look over at the other 2 cubes, and both are gone. And on its way to me is 1 scimitar followed by a group of escorts, who proceed to annihilate not only the raptors and neghvars, but the nanite generators and the cube in less than a minute, and then proceeded to totally obliterate the carrier in seconds. I remember when it would take long minutes to knock out just 1 cube and it's defenses. What happened to the fun?
I currently have the blue retro phaser beam arrays installed on my Sovereign. However, I was thinking about switching them back to the red phaser beam arrays offered in "What's Old Is New" mission. Damage is slightly less (around 215 vs 220 DPS), but I believe it has +20% critical damage.
I am kinda starting to get annoyed with the retro phaser sound, I have been using them for the past 3 or 4 weeks. I got a butt load of antiproton beam arrays in my bank (worth about 8 mil - 11 mil ECs depending on the Exchange asking prices, but I have been kinda reluctant to install them since they are not the canon weapon of choice for Starfleet.

LMAO - if the sound of the Retro's annoyed you - just wait until you get sick of the MEOW MEOW MEOW MEOW sound of AP Beam Arrays. IMO they sound like cats being skinned.

Man I can't even stand being parked next to another cruiser using AP beams. Horrible, horrible sound effect.
I used to like to switching out weapons on my ships with different energy types sets, but what's the fun in it when it really doesn't matter much, just different colors and proc that hardly ever happen.
DPS is nice 'n all but I have more fun on setting up a theme for my ships that's as canon as possible unless the ship has a "story" about why it's different. The "stories" are nothing complex just ideas that I have to explain why's it's different.
For example, my Nobel class cruiser (Assault Cruiser Refit) is setup as a heavy hitting ship with the latest technologies, Adapted MACO set and Antiprotons to take out extreme threats fast. (AP really seem to hit harder than any other type.)
The Ambassador class ship is going to be setup with Disruptors as it was in several Klingon battles over past few decades and had to be jury-rigged because the Phaser arrays were destroyed and had to be replaced with what the crew could find at the time. Disruptors are now stuck in place but working very well. So it's a Fed ship with Disruptors.
The rest of the ships are canon mostly.
For me making up stories for the ships makes the play more fun.
P.S. I agree the Blue Phasers are so loud, I've heard that the mission reward ones are less noisy than the C-Store Connie ones.

Fleet Admiral Space Orphidian Possiblities Wizard
The 12 AP beams in my bank are mostly for making ECs on the Exchange. That excludes the 6 I already have listed on the Exchange.

I just want to remind you that is against the Law to shoot Trolls over a baited field
