I say the artist was working on it at some point. To fix the saucer so it will show your own saucer and not the generic. And to fix it so you can saucer separate and join on the move. Plus the new animation for weapons firing. However I guess the finer details got over looked, like the windows and the lance position. Since the saucer part was their main reason to keep delaying according to the Q&A's. As they kept stating they was having issues fixing it.
Now the artist teams are on other projects like new ships, fixing the older ones like the Hirogen they did, and future gaming content. Don't forget this was one of their older game ships that been around since start. So they really didn't want to be tasked too long with it. Plus most already have bought it by now, so its not like seeing the sells of a new ship does now.
I'm just glad they at least worked on it some. Instead of just leaving at it is.

Playing what if and taking the Lt. Commander Tactical station off the board I think including the Cloaking console and changing the 2 piece set bonus into a 3 piece set bonus that was an X exclusive would have been nice.
Say the total 3 piece set bonus for the X looked something like this:
I'm still holding to "if they changed the Lieutenant Commander slot into a universal one". All the other dreadnoughts have one, and more. Like the Odyssey, Bortasqu' and destroyers.
It would solve the "give us a Lt Com Tac" issue in one fell swoop, plus still allow for a Lt Com Engineer to be slotted.
One more thing that would have been a deal sweetener is if that had removed the Phaser Proc from the Spinal Lance and renamed it the Spinal Energy Lance and made it so that it could be boosted by all Tactical Energy Weapon Boosting Consoles of any type.
With the above players would not have to be restricted to just Phaser Type weapons and would be able to freely use the Energy weapon type of their choice.
Being able to use the Venture Center nacelle on a Galaxy neck would be nice, Monarch pieces would be nice too , but the bottom of that saucer needs rebuilding.
i think its kinda messed up you have to pay 25 bucks for the fleet version, but if you own it an have since it come out an bought venture spendin 50 bucks on it already but dont have galaxy R you have to still pay 25 bucks to get the ship an the module...
they should give us sep for havin to fly it around for 2 years nerfed to h*ll and gone..
an i have the sep module on my tac this isnt pointless qq i think its screwed up.
use dyson rep consoles or the generic beam consoles it will boost it an ur wep of w/e type u wont lose too much from using generic x3 an specific x1 or w/e u wanna do

Answering the OP only, I already own it, so there is no reason not to get a fleet module and buy the fleet version and delete the old on.
As to the upcoming changes and what I do and do not like, I HATE with unbridled fury saucer separation and the inclusion of a hanger. Kill all the non-canon hangar proliferation with fire...twice. The Galaxy X is a warship, a ship of the line, a dreadnought. Give it a turn of 6. Done. It was designed in canon to have an entire separate core/nacelle to power just one big gun. It was designed to hit and break the spine of its target. We saw how it fired in TNG. That is what lance should do, balanced to game requirements.
The only thing I would want is a Lt Com Tac or a Commander Tac if the ensign universal were dropped.
The lance needs a total rework. It is an alpha strike weapon only and not worth building around. The ship without the lance is just another cruiser. The primary way the game is, we nearly always choose a preferred energy type. The lance should use the energy type chosen by the captains preference to complement their build.
Cloak should remain a console, maybe a battle cloak on the fleet ship.
