The Borg console only has a small plus to Hull Repair, which slightly boosts heals like Engineering Team, Aux2SIF and the like, and even then it's a pretty small boost. It doesn't have a heal proc or anything like that. Are you thinking of the Borg Engine/Deflector/Shields instead?
Edit: Just in case you want to bring up the 'Passive Boost to Hull Regeneration' listed after the Hull Repair of 5.1, that equates to an out-of-combat heal rate of 5% or an in-combat rate of about 1% (tested via triggering Red Alert using Eject Warp Plasma, so all crew at 100%). There's plenty of reason to like the Borg console, but heals aren't really one.

but there is STILL the omega weapon proc from the two piece set bonus which helps weapons. and even if the borg console only boost hull healing and BARELY regen, that STILL more healing than you have.

Also, the KCB has been proven to give MORE DPS. That along with the omega weapon proc...it seems too good to pass up. But im open minded. if you like we can do some practical application in the form of 1v1, your build vs my build.
You dont need to subsystem. In most cases either the enemy resists or just activates the right EptX and your subsystem debuff is gone (+ skill on cooldown).

Or they can, y'know, pop a battery and still use EPTX whenever they want. My main character flies Science Vessels exclusively and I SELDOM use Subsystem Targeting.

Considering I don't really PvP and when I use Subsystem Targeting on something like a Borg I see NO discernible different, I don't think I'm doing it wrong. One time I managed to disable a gate's weapon subsystem while it had FaW on itself and it kept firing at me. And hit just as hard as it does with those OP beams. Subsystem Targeting also puts Fire at Will on cooldown, so I'd rather not use it, to be honest.
I've used this ship pretty extensively since I bought it with Lobi, I've found compared to the Fed version with identical gear, in STFs it's pretty punishing to use. I'm not sure if it's the power differential or what, but this ship seems to blow up a heck of a lot more.

Fed version has higher shield modifier, on top of the power difference. You might also be attracting a little more aggro thanks to Operative Trait on yourself and BOffs increasing your Crits. Bolt on the Valdore console (T3 C-Store Mogai) and you should do a lot better, or lean on your Singularity Abilities more to get you out of jams.

And you have no KCB...the two piece has proven to and DPS......
...and your running Bio Neural and NOT boosting AP dmg.....their turret does AP dmg....

The -Threat part counts for very little, unfortunately. Also, factor in that your teammates might have those consoles too.
