This, a thousand times. They've JUST released a dev blog detailing their process for designing and implementing a new ship, start to finish. A little detail some folks might have missed while getting hyped for the shiny new Dyson ships is this little line:
The initial request for these ships comes from the Leads Team six or more months ahead of when the ship will actually go live
SIX MONTHS. A MINIMUM lead time of half a year for a single ship to go from "Hey guys, make a new ship" to Captain@Accountname has obtained a Cardassian Galor Cruiser! across your screen.
And building ships might be the most clear-cut single process of content generation in the game right now. Everything else: Designing zones, new systems, weapons, story content and that sort of thing could take orders of magnitude more meetings, discussion, testing and asset generation just to get playable.
So everything you're seeing being teased for the next lockbox, the next event, the next shiny thing? It was in the works as early as the beginning of fall.
Honestly, I'm surprised we don't even have any Cardie Boffs. They're about the only major race that no faction can get a Boff of. I for one would welcome a Cardassian on my bridges. I mean, I actually have made both a "Cardassian" boff AND character.
Let us upgrade the Seleya Ceremonial Lirpa and Kri'stak Blade

In the interview that Priority One just did with Gecko, he specifically mentions "expansion 2." Nothing beyond that phrase so anything pertaining to that would all be speculation. It is indeed conceivable that expansion 2 could be a Cardassian sub-faction or it could be something entirely different.

I didn't mean to make it sound like I wanted another whole faction, but after thinking about it, Cardassians wouldn't be a good fit in either FED or KDF or even Romulan for that matter.
After watch TNG and Deep Space Nine, I prefer Cardassians over Romulans. I understand though that the Romulans are one of the powers in the Alpha Quadrant.
I thought maybe they could sneak Cardassians in on FED or KDF but that wouldn't make much sense.
They're also boring. Visually, that is. Seriously, beige fish ships? We already have enough drab aesthetics in this game with the Klingons. Dominion? Absolutely. YES to purple and changelings. NO to generic beige manipulator-snake-people. Who have no business being a major galactic power anyway.

I'm waiting patiently for the Cardassian faction because if it is anything like the Romulan Republic and New Romulus, it's going to be awesome. Even the storyline is already in place - the emerging, democratic Cardassian Union versus the evil True Way and their Alpha Jem'Hadar allies (cf. Romulan Republic vs. Tal Shiar and Elachi). I, too, have Alien-Gen Cardassian BOs.
By the way, even the novelverse has Cardassian bridge officers on Federation ships: junior science officer Ensign Dakal on USS Titan under Admiral Riker, operations officer Glynn Digan on USS Enterprise-E under Captain Picar, and a female one on the new Deep Space 9 serving Captain Ro.
And Castellan Garak would make for a great guest character in STO!
The Cardassians have never been a major power in Star Trek, more like an annoyance. They fought a small border conflict with the Federation, then couldn't even stamp out terrorists with antiquated fighters, then got curb stomped by the Klingons even after being warned they were coming. They had to ride the coat tails of the Dominion to become feared and even then the Dominion realized the Cardassians weren't all that great and went out and got the Breen to help.
THAT SAID, this doesn't mean they can't change. They are no longer an authoritarian government. Creativity and uniqueness are no longer suppressed on Cardassia, nor is interaction with outsiders. This means new ideas have entered their culture. Therefore it is not too much to ask for Cardassian Boffs serving on our ships. It is also not too much to ask for a Cardassian playable species.
If they release a Cardassian faction at some point I would enjoy a story line about them trying to find a new cultural identity and not necessarily getting involved in the Klingon Federation War. The upcoming expansion is most likely the Delta Quadrant though, so we won't be getting Cardassians then.
