Brand spanking new PC, would like to run close to max specs at 60FPS. Please help!

Hi.
I'm building a PC. Mine is a five-year-old laptop. This is honestly the only high-resource game I play.
I'd really like to get a PC that runs STO really, really well. This game is GORGEOUS in screenshots and wallpapers and... other people's PCs. Just, not on mine.
So... what should I get? What should I avoid? Does STO have any conflicts/problems with any particular GPU brand or CPU architecture?
What is a good estimate of what the game really needs to run at 60FPS on a 1920x1080 with max settings? I've tried to find out, but it's been difficult.
Please, any input is appreciated. Thank you!
