Well thats normal, the people being taxed do think this is a bad idea.
I mean you guys do not loose anything you recive fleet credits for that.
And for the administrators, who do not need such a tool, simply set the rates to 0%
Now a word to my management skills. I simply do not have the time, to control the contributions. I've got a job, a family and a social life. The tool won't harm anyone. It's just a system that supports the administration of a fleet.
The solution isn't a tool that forces fleet members to give up some of what they earn simply because the fleet admin says so. I'll leave a fleet that does this and they can get their own dilithium. The solution here is for pwe to give us more ways of getting dilithium. At thje moment, everything gives dilitium or, which has to be refined, and this only allows you to get 8k per day. Its simply not enough to do everything that needs doing. What about getting gear from the rep system? This costs a lot of dilithium, and almost ever fleet project requires it as well. What we need is more refined dilithium rewards for certain missions rather than ore all the damn time. Maybe make elite rewards include a couple hundred refined dilithium. I'm sure players would gladly give dilithium to their fleet if they had another way of getting it.
Speaking from my own experience when I joined this wonderful game back in 2010 and being a true green horn I joined the first fleet that invited me. After four days I met the then Fleet leader who informed me that if I wanted to remain a member of that fantastic fleet I would have to donate 10% of all ec's I earned and half of my data samples I collected every week and post a screen shot on there website so he could verify it. This was my membership due's and if I missed a week I had to double up. I hit the leave button so fast my head spun.
A few days later I joined the fleet im currently in today and have the honor of co. leading it. I remember asking at the time our leader what was the requirement to stay in this fleet how much ec's would I have to give his reply was your only required to have fun if you want to donate to the fleet back give it if you got it.
This was all before the star base system no holdings just good old friends and fellowship. Today our tradition still stands give it if you got it. were a mid sized fleet not small nor big and we do just fine. If by some odd chance cryptic ever put in a tax system for fleets to use I hope they would give us the leaders the option to use or not to use cause I myself will never place a tax on a fellow member regardless of what level our star base is or if a projects sits longer then I thought it should.:rolleyes:

Our fleet does this as well. Donate to projects or the bank as you can. And heck, for some items, like the lower MK's, we keep having to tell people, "Hey, this stuff is here! Use it if you're bringing up a new character."

I wonder why the Devs don't listen to tons of player suggestions... I once created this monthly tax for my fleet, wasn't that big, but still, trust me, that wasn't good for my fleet.
There are many other things that can be implemented by the developers to encourage fleet members instead of discourage them. For example, they can let players refine more per day. Even with the extra 500 extra that some fleets can do with their fleet mines, that is still really low.
In our fleet, we are a very relaxed fleet because we know that many people in the fleet (like the OP said about his/herself) have RL things that must come before a game like work, family, etc. This means that many members of our fleet might not have time to grind for dilithium on more than one character. In fact, I know of some in our fleet, and many others in other fleets that don't even have enough time for more than 1 character to play.
Therefore, if they cannot afford to spend real currency on Zen, they need to going for the longest time just to get that C-Store ship they have been wanting for so long. In fact, if they are able to get the chance to farm 8500 dilithium per day for a ship that cost 2500 Zen at an exchange rate of 130 dil per Zen (the rate now) it will take them 39 days to get enough dilithium. And, that is only if they don't donate to any projects, or buy anything for dilithium.
If you tax them, that will make a little over 6 weeks work take even longer. For players that don't have but a few hours a day to spend in the game, it can already get depressing for them because it takes so long to get there. Then, if they get their rep up to get that gear, Mk XII space gear is another 34000 dilithium each, bringing another requirement of dilithium to an additional 102000 dilithium which is another 12 days.
And all of that is not including consoles, any of the earlier gear from the rep systems, weapons, or even ground gear.
Honestly, if people are taxed for being in a fleet, it is going to just add more punishment to what many are already going through. I don't know where they got the 8000 limit for refining, but it is a real burden for many, and discourages them from donating dilithium, much less anything else they need to go chasing down to fill other requirements for the projects.
There are many things that still need some tweeking in the fleet holdings systems. But adding to the burden of the less fortunate will never help. There are plenty of real life examples of this today with families barely able to make it, no matter how hard they try, and taxes taking more from them. It is like kicking them while they are down. Whereas, the ones with plenty to spare don't feel anything from it.
Hopefully there will be some adjustments to the fleet holdings system in the future. We still don't know everything 2014 holds for us.

I do not believe the tax will correct the largest gate to getting dilithium. The daily cap of 8000 limits what we can do unless we go to the dilithium exchange. In fact the whole point of the 8000 dil cap is to protect the exchange.
The simplest solution is to allow one to contribute dilithium ore into these projects. I still keep my 8000 dilithium for items I need. If I choose to run a couple more missions for dil I can still use it without hindering my progress.
If you want to put a limit on how much ore you can contribute to a starbase then make a second refine button with its own cap to refine for fleet. Then when you go donate into a fleet project add 2 sliders. One slider for fleet dil and the other slider for personal dil that way if a person does with to use their 8000 a day limit for their base they still can.

I am the Administrator of a Small Fleet.
As many others, we have got a problem with filling up the Dilithium in our Fleet Projects.
May be its a Problem with discipline call it what ever you want.
Ok so I am confused please help me to understand you. You started this topic saying your fleet has a problem filling projects and you felt it might be lack of discipline so your suggesting a tax system for all fleets ( I understood this and commented on this topic) So now that most of the comments posted have been against this ideal you come back and say if you think members would leave over this tax you have lost control over them.
So your current tax rate to be a member in your fleet is 4,000 dill a day and your members are paying it congrats to you. To each their own myself I wouldn't want to be forced to give that much per day im impressed that you have members willing to do this.
If your getting 4,000 dill from each member a day why are you having a problem filling projects?? I mean if you have five members that's 20 grand going in projects per day your making progress just not at the speed you want.
Don't you think members have enough on there plate as it is ? come on they got the rep systems to do the starbase to build all new gear to buy and then if this system gets implemented another tax to boot.
You have to understasnd the demand on fleet members to donate marks, dillithium, ec's, provisions, commodity's, exp. and then turn around and work on there own personal rep systems are a problem it self.
You also stated that your fleet is small after reading your post's I can see why when you recruit how do players react when you tell them of your 4000 dill requirement per day?

In closing I would like to offer a suggestion you already have your members giving 4,000 dill a day if that's still not enough to finish your projects in a timely manner that fits you why not just raise your own fleet tax rate to 6,000 dill a day?

Im sorry just one more question if one of your members should happen to be sick or there kids, wife, dog are sick or they had to work or stay late at school and they could not log into the game to pay your fleet tax are they expected to double up when they return??
Hypothetically, let's say the tax is 100 dil once per day and a fleet has 25 members. 2500 dilithium per day into the fleet dilithium coffer (which doesn't currently exist, by the way).
For the moment we'll ignore what happens when the well runs dry and a member has no dilithium with which to pay the tax. We'll assume for now they're all active and earning at least 100 dilithium per day.
Who gets to decide where that 2500 dil goes? Probably only the fleet leader and possibly a handful of high-ranking members.
What if they spend it on fleet holding upgrades (visuals) instead of provisioning projects like everybody else wants? Your only choice is to suck it up or leave that fleet. But your dilithium that you 'contributed' is gone, gone and you had no say about where it went.
In the current system, the fleet leaders have control over which projects get slotted... but the individual members decide where they're going to put their resources -- or not. It acts as a check on what the fleet leadership does in the fleet advancement system.
It has its' flaws, but I like the current system over a fleet tax. And I say that as a fleet leader.

But this model works for us, because we know each other pretty good.
Thats why I prefer taxing the income and taxing the sales, you can't tax some one who does not have anything.

(3) How successful is your fleet with recruiting new members with your tax system

(6) If your system works great in your fleet why do you want to enforce it across the board to all fleets

I also believe your having a very hard time getting new members into your fleet that is why you came up with this topic. I think you believe that if this system ever got put into place you would have a much better chance of getting new recruits in to your fleet by being competitive with that tax bracket.

As long as fleet can set 0% why not. This will give wider range of combinations of fleet types. One Fleet will use it other don't and players will choose which one they want to join.
I would propose even option to use that Fleets dilithium and buy ZEN for items which could be later distributed between fleet members or unlock something for whole fleet (for example uniform parts which could be only used with official Fleet Uniform).

Any idea which gave more options for fleet/character management but also leave option for those who want to stay as it is now is a good idea. Just because you wouldn't use it doesn't make it wrong. Tax system works in EVE for years and no one complain because they have choose what type of corp they want to be in (high/low/none tax).

If you tax dil you will alleviate the need for guild leaders to buy tons of zen to convert to dil on the exchange. As a result, our dil will be devalued and it could cost 300 dil a pop or more. These huge projects are designed to make people want to buy zen. "Solve" the problem, and the exchange gets thrown out of whack. The whole reason a new fleet holding was made was to keep the dil exchange from getting too far out of whack.

Very simple, because in this situation they are not being given a choice about it. Who cares if they are getting fleet credits? It should be their choice whether they make that exchange not some automated system.

I would propose even option to use that Fleets dilithium and buy ZEN for items which could be later distributed between fleet members or unlock something for whole fleet (for example uniform parts which could be only used with official Fleet Uniform).
Probably the same people who currently decides what projects are available to contribute, depends on fleet type.
Any idea which gave more options for fleet/character management but also leave option for those who want to stay as it is now is a good idea. Just because you wouldn't use it doesn't make it wrong. Tax system works in EVE for years and no one complain because they have choose what type of corp they want to be in (high/low/none tax).

Very simple, because in this situation they are not being given a choice about it. Who cares if they are getting fleet credits? It should be their choice whether they make that exchange not some automated system.
I am a fleet leader myself, but if I was a regular member of a fleet when a tax system like this was brought in I'd leave as soon as they set it at anything about zero.
