What about the Vault? Obisek is supposed to have liberated it for his people. It's kinda just sitting there, not being used.
It might also go a long way towards explaining how the RR has all these ships available all of a sudden.
The Devs have already made it clear that the Roms will not be treated as a unique faction in game to avoid further weakening the KDF faction and impacting PvP with a three-way challenge.
I dunno that new small craft arena sounds kinda like a beta test for a 3 way queue system
There really does need to be a Romulan full faction or the option of a full romulan allegiance. My major concern is that the next faction is rumored to be Cardassian, if they are not a full faction how would it even make sense... Cardassians hate klingons with a passion, there have been at least three major wars in the last half century with those two as adversaries.

That was their plan, was it not? To entangle players into the existing system, with heavy investments. And so they will stay commited. And those that want out, will be in an easy dismissable minority. Nobody sane would start over, and Cryptic will not have to commit further resources to any of this. From this day on, this will be "Random Starships Online", for any Romulan player. And I say Romulan, just to be polite. Can you smell that fresh air yonder? It is time for a long break again...

The flaw in that logic is that the idea applies to the old Cardassian regime. They're the ones who started the wars, they're the ones who wasted spilt Cardassian blood, and lingering feelings about the Klingons are their fault. That makes the True Way a convenient scapegoat to encourage Cardassian recruits to cooperate with Klingons.
That's also how it's working between the Romulan Republic and both current major factions. The Klingons devoured the Romulan economy to support theirs, and the Federation... Between open acts of aggression, and serious espionage issues... There's a lot of bad blood there. But it's easy enough to blame on the Romulan Star Empire, and those bloody Tal'Shiar snakes, leaving the Republic's hands essentially clean of the issue.

When did they say this? Last I heard they were talking about ending the fed / kdf war, cos that whole aspect of pvp never worked because no matter how many advantages they gave to kdf it wasn't enough to boost the population.
In that context Romulans being a proper third faction would pose no problem.
As far as the OP's assertion is concerned though they're definitely wrong.
It's not a MUST. Or even a must. It's something some players would like. The unfortunate reality might be that the Romulan faction simply isn't popular enough to warrant the development time required for a dedicated starbase.
That said I think there are relatively cheap and easy to implement changes which would go a long way toward satisfying die hard romulans.
1) Give fleets the option to move / clone some key fleet functions from the starbase to the embassy. That would let die hard roms use the embassy instead of the starbase. I'm sure that wouldn't need entirely new rooms. Just drop consoles/npcs in an unused corner.
2) Make a romulan skin for the fed and kdf bases, akin to the romulan/reman ship shields.
3) Give fleets a config option to control which npc races spawn in their fleet holdings.
Would have been easier on them if they did it a bit differently.
As in Starbases being a faction wide thing people donate too.
Then being able to have specific missions and such based on fleet size for special outposts. That way they could do Starbases more efficiently and know exactly what players are wanting/needing. So basically if they were to switch to that kind of like an idea Stahl had for another purpose for faction reps. Best solution I could think of so you don't have large or small fleet issues when it comes to this. Would also be more canon and better on the whole hosting of a starbase just being a social map for a faction.
The way the story goes if per say there was a romulan starbase it basically would be usable by all romulans but anyone could go there. With Romulan specific areas of it only romulans and remans could go. Also reminds me how we can't go to the lower level of new romulus for the reman section which I also would hope after time It gets built up on where its actually has cities and such like the old romulus and qo'nos have/should have.
As a faction hub idk they have command HQ and the flotilla. Maybe one day change the flotilla but they have a lot on there plate atm Hell pretty soon they wont even be satisfied with what they have been given. I see them wanting holdings on both allied homeworlds then they'll have a strong foothold to make the republic the new dominate power of the core worlds....
I can see this whole thread moving at a snails pace.. Though I do understand and concur with many of the suggestions here ( ignoring the time old gripe of the feds that we shouldn't have anything given too us but rather have to work for it because they didnt have too ) I cant help but think that perhaps asking for only a star base or a fleet holding all by its lonesome, would be in our best interests. As Obisek is so well known for saying, "we will be Free" but that road is going to be in small bits and pieces with Concessions made and sometimes even compromise. Some of us are quite passionate about our characters, The current state of romulan existence is beyond reprehensible and the wedge between factions has never been greater, nor has the growing apathy for the game as a trek game as opposed to just another shooter. Win lose or draw Cryptic needs to work ( slowly ) on making us a full faction with all the rights and responsibilities thereof. Otherwise, 4th year or not the game will just keep sliding towards mediocrity and in the end forgotten. A starbase would be a good start..

Actually yeah, The Vault is a great base for a look, in some futher patch they could mske it as a Romulan starbase.
