So why have they not tried to recolonize Virinat or Crateris?
Maybe in some future adition of content to the game. When they'll hopefully be able to release a couple of missions specific to each faction, so Romulans get to repopulate and rebuild other worlds in Tau Dewa, KDF gets development and closure of the Fek'ihri arc and the Feds....lol the Feds have so many loose ends, tying down any of them would be nice.
That way each faction gets something unique and reckognizable to that faction and players get a better feeling of belonging to said faction.

HMMM, from an in-universe perspective it may be that currently there's not enough military power avialable yet to properly defend a colony with a full civi population and one or more settlements.
One thing "Birth fo the Federation" taught me was not to settle on colony worlds in contested areas unless you have enough ships and outposts to defend them against...well everyone with big guns and a surly attitude who might come by.;)
Given time to gain more strength what you propose sounds good.
It may open up another adventure zone.
On the Klingon and Federtaion side of things there's always the possibility to "expand" as well, but in the sense that some sector blocks and worlds are obviously missing there.:)

Hmm, that might be a fun zone. Does it exist? Actual coalition colonization sectors? They would make sense. A dyson sphere is huge.
