Not sure were to place or even call it but, I just got into the game after not being able to log in due to Season 8 patch ( 11-12-13). I was able to log in today
I have a totally new problem now... When someone runs past me or a ship goes by me i see about 20 to 40 of same person or thing. When i am in space the stars get brighter and brighter until everything that was black becomes bright white.
Sorta looks like the SixMillion Dollar man in slow motion
I did take a screen shoot, in case it is needed later,

That is an interesting problem, please bypass your router and connect directly to your modem, I'm interested if it is a firewall issue. You are getting the information of where everyone is or was in this case but it is not clearing soon as the person(or ship) moves.
Not sure if it's the same, but I may be seeing something similar. It's my spare computer, older hardware, but ran STO fine before today's patch. (q6600, ancient nvidia 6600gt).
Occasionally now when moving around, the 3-d part of the screen will go into a sort of repeating echo, the scene kind of overlapping itself repeatedly. This happens in both different dx9 modes (restarting on changing.) Pressing escape to bring up the system menu makes the effect go away, resetting the view.
I cant figure out how to make it happen consistently, but seems to be related to strafing movements or objects moving across the screen, rather than forward/back.

This is not a connectivity issue. Happens only on the one computer, not the other, and didnt happen before today's patch.
then that leaves only a system error/problem run a dxdiag and pm me the results. Since the S8 patch they changed stuff round for DX you most likely just need to update the directx drivers and graphics card drives.
It also could be your just using a graphics card not supported by the game any more.
Hard Disk
10GB Free Disk Space
Graphic Display NVIDIA GeForce 7950 / ATI Radeon X1800 / Intel HD Graphics
Everything works Smooth and easy with no lag, when im in Solanae Dyson sphere, The Breech, Battle zone & Dyson sphere exchange area - which is really nice being its my first time there. :P
 But i will look over the other options and other tread that you pointed out.
My DX was updated to newest that XP can handle... Found answer for me -- Video> down to performance > Antialiasing set to Msaa

The one good thing about being Borg you never need tech-support

Branflakes has already engaged with that thread so you may want to check it out and follow along if it is comparable to what you're experiencing.
