Cloaking is in an interesting place right now. I dont follow it closely enough to know what's going on but just rough observation I think they have buffed the skill factor a bit.
"Balance?" I don't even think they care about their Balance SHEETS. esp. long-term balance sheets.
If they did, they'd recognize something basic:
It's cheaper to make a new map with a few inert objects and respawn points, than it is to make a full-fleshed social zone setting with NPC's, dialogue, etc. etc....and that PvP'ers are the people SPENDING THE MONEY.
Lockbox keys, Doff packs, powerful new C-store ships...it isn't the PvE crowd that will sink three hundered plus on keys to get a JHAS, Tholian ship, enough Lobi for a Temp Destroyer-that's majority PvP who do that.
But the Devs ignore this...

Hmm......*strokes beard*.....but is it correlation or cause? Do people spend a lot of money because they PvP, PvP because they spend a lot, or is it just that people who spend a lot tend to like to PvP?
Because if so, not sure how much bringing in more PvPers would get......
Not to mention there are a good number of competitive PvEers, and roleplayers too, for certain things....just playing devil's advocate. :P

I like to think it's a combination of 1 and 3, players spending money because they PvP and players with money liking PvP. I know from personal experience that there are certain items I wouldn't have bought if I didn't PvP.
I really have a hard time believing people buy all those top-flight goodies just to PvE. That's largely because you can beat the PvE in this game with a fairly inexpensive, mostly EC-bought setup. So either a lot of people have an obscene amount of money to throw away on the pathetic PvE in this game (to the tune of dozens if not more than 100 dollars a month) or they just have really screwy priorities when it comes to using their dollars.

Fed Romulans do...cause they have access to T1-T4 Fed ships (just not the T5 ships).
