Well, just finished reading the last DEV blog of Season 8, about the new Federation Tutorial.
Maybe I interpreted wrong, but seems the FED toons will have their own version of Tovan Khev, that BOFF we can't fire.
Can any DEV clarify to us if this new BOFF called "Cadet Elisa Flores" will be implemented in the same way as Tovan Khev?
I'm my humble opinion, Tovan Khev have sense in the main Romulan History Arc, but let's be realistic, not being abble to discharge him after the conclusion of the history arc is annoying. His Skills do not justify the use of the BOFF Slot. I have seen so many people with similar opinions about this, that seems worthy of your attention.
If you want to keep this pattern with one BOFF, just make their Skills better and the history arround them rich.

and she acctually has pretty damn good traits i am ssooo getting her on my trill and caitian now if only we could get her for fed allied romulans lol.

You can not even discharge Tovan sometimes when you are playing a federation of Klingon character in the Nimbus 3 missions. Often suddenly one of your boff's will start speaking with Tovan's voice...:rolleyes:
It's one boff slot...some people really do act like Tovan takes up half their roster...
He takes up a spot in the roster and cannot be dismissed. There is currently a bug where he will replace your department heads in the doff interface. if i was a roleplayer this would be immersion breaking for me i would think. Even if your away team is made up entirely of a new crew, it will glitch out and Tovan will pop in there to talk. Sometimes it even glitches out and his dialogue will show, but a placeholder male Andorian head will show up.
Then there is his attitude and behavior which some people dont mind, but some people do. He has a tendency to 'steal the spotlight' and i find this to be a distraction. With him it's understandable at least because you and him are friends. But how is Cadet Flores going to act? Imagine for a second if Capt Picard or Janeway captured some bad guy and they were about to interrogate him and get all dramatic, when BAM!!! Cadet Flores comes out of nowhere and she starts speaking all the dramatic dialogue. Cause that actually happens in the Romulan storyline in the game with your captain standing there going errr...and Tovan coming forward saying "ok mr bad guy, time for you to talk".
IMO it's a lot less important than you make it out to be.
Even if we were able to dismiss him, a lot of people would keep him. Why ? He have the Romulan Operative, one of the best space traits in the whole game, and an extremely rare traits.

He only has Basic Romulan Operative though, the one you really want is Superior Romulan Operative (SRO).
You know how the first 4 boffs are always the named ones? what about the generic boff rewards you get after them? non of your boffs rewarded after Hiven are SRO? i think they are mostly randomized, but i must have really good luck because on one toon two of the generic boffs i got had SRO. On another toon that i wasnt playing much i found that 2 of my candidates were also SRO so i mailed them to my main Romulan toon. I'm thinking about rolling some toons and leveling them just to see if i can get more boffs with SRO lol.
That because he does, the so called VOICE OF THE PLAYER manages to overshadow every single other Bridge Officer because he is the only one that speaks and I am not talking about having voice acting, I mean he is the only one that talks 90% of the time.
Go replay the Romulan missions and count how many times Tovan speaks and how many times your other Bridge Officers speak ...
Besides this a MMO and a Cryptic MMO were customization was supposed to be a selling point, now can I have a all Reman Bridge Officer Team? No ... because the writer decided to force a character onto the player crew, its a something that stands out because everyone else? I can dismiss ... except that one guy that never shuts up.

Some things just dont translate well into games. In the movies and shows Riker may speak for Picard, but if the writers wanted to they could have Picard tell Riker to shut the eff up. But in STO you arent watching this going on you are actually a part of it. I cant tell Tovan to shut up, stand down, as you were, or stay on your station. I have to sit there and listen to his (sometimes bad) dialogue. Unless i'm given the option to hear what my first officer has to say or just go with what i think is right i would rather just have my first officer there being supportive or being quiet. I think there was only one time where i was given the option "what do you think Tovan" and that was during the Khitomer mission.

not if you don't buy them on exchange. you're not guaranteed to get Boffs with it from your level up Boffs. If you stick with what you get from storyline missions, level ups, and doffing, you may never get a full crew of superior operative(not that you can use more than 5 at a time).

BOFFs always acted as the Captain voice in STO. Nothing new.
We should be. There's no reason at all that we should be required to keep a BOFF we're never going to use.
