You do realize that quote was in direct reference to the addition of the T5 and Fleet Cheyenne right?
Seeing as the Cheyenne is a Heavy Cruiser (thus Fleet Heavy Cruiser) and the quote referenced a Cruiser only, I had thought it discussing the Constitution.
You misunderstand me. Cryptic made up their mind. They used the T3 cruiser instead of the T2 cruiser as the "fleet cruiser retrofit" to go with the "fleet escort retrofit" and "fleet science vessel retrofit". Which is exactly what the person Stahl is replying to asking about ("why no T5 cruiser coming with the starbase?")

This also.
Edit:oh, well that sucks! Who's dumb enough to buy a Fleet Cheyenne anyway? :P
I did it for a KDF ship. To get the K'Tinga Retrofit. Since that was my all time favorite KDF ship. I'm very pleased with it after the expensive purchase.
I'm sure some likes the Cheyenne ship and its other variations. I saw a couple flying around since they allowed it. At one time I even thought of getting it on my Federation. Since its one of those more interesting looking ships.

It was even before JJ came along and riuned it for the diehard fans that grew up with it is the 60s.
I grew up and watched TOS in the 1960ies (first run on NBC); and I find 'JJ Trek' does in fact bring back a lot of what made the original series good (and a good number of old fans like me who are all still into Star Trek that I still have contact with feel the same.)
I sometimes think it's TNG era fans (and BTW the TNG era was GR's attempt to retcon A LOT of what came before in the original Star trek series - and it's the reason a lot of TOS fans still don't care all that much for 24th century era Trek.)
YMMV - but IMO, JJ Abrams two Star Trek films to date were more 'Star Trek' then the 21 Seasons of 24th century 'Trek' that we had from 1987 - 2000. Hell, I like 'Entyerprise' because honestly, it (especially the 4th season) was the series that most harkened back to the original Star Trek series from 1966-1969 of all the 'modern era' Star Trek series.
IMO - 'Star Trek: Voyager' (which in the only Star trek series I stopped watching - after "The 37's"), is the most 'un-Trek' series for my tastes. Why Starfleet would put a bipolar Captain (not faulting Kate Mulgrew, it was all the terrible writers on the VOY production staff) in command of a (then) new Starship class is beyond me. :P

Gene Roddenberry left an incredible legacy, but by the time of The Motion Picture and TNG he had lost the touch.
Gene had his hands all over TMP and Season 1 TNG and was sidelined/booted out (for the better ultimately)
There is plenty of quotes around about how Gene hated Nicholas Meyer's influence and choices, yet Nicholas Meyer is the key influence and cause of the "even movies good, odd movies bad" impression.
On a different note, the beauty of reality is that all of the megalomanical ravings about insisting on censorship and claiming authority to dictate what people must think, feel and act has absolutely no effect. I personally do not take orders from random Internet nerds.
Seems that a Star Trek III quote is suitable about now:
MORROW: In your absence, Genesis has become a galactic controversy. ...Until the Federation Council makes policy, you are all under orders not to discuss with anyone your knowledge of Genesis. Consider it a quarantined planet, and a forbidden subject.
Well we all know what Kirk's response to that was.
could the volth story arc cause starfleet to send about 70% of the tire 4 and tier 5 ships ships and 50 of tire 3 starfleet ships to fight in the dysen spares and about and 30% fighting the borg and tholians? leaving a major hole in the starfleet main partol lines in the core federation sectors? could there be and starfleet order to build fast replica classis and have all moth balled ships be reactivated and retrofitted to to tier 3 officer consoles and weapon stats and scaling halls strength so they can be brought in to federation core worlds defence mainly. while allowing players to fly all class tos and pre toss ship at tier 3 which is very much do able for top level war battles with a chane to have fun with a little less hard times. also all player upgrades would be on the cstroe for tier 3 cstore prices.
exception would the constitution class replica would only get minor tiny upgrades would be a tier 2.5 or tier 3 with 3 forward weapons slot 2 aft weapon slots, 3 all ltc officer stations, same console slots, and same hall and the tier 2 constitution refit class. the constitution class refit would be tier 3 could get 4 forward weapons slots and keep the 2 aft weapon slots or go the 3 and 3 weapon slots with all ltc boffs with level scaling hall.
the tier 3 nx class replica class could have the same stats and the tier 3 akira class. there could replica of the nx refit class with the engineering hall and is tac fucus with a very slight engineering commander boff edge as a bit a hybirde between tac and cruiser.
the tier 3 oberth could fill the role of nova class but would have tier 3 stats and should not be any issues because there is already a tier 5 fleet nova class.
the mirenda class could fill the tier 4 or tier 5 light cruiser roll and stats with 4 forward weapons slot and 2 aft weapon slots and use cannons, same hall strength as the tier 3 excelsior class and 12 degrees turn per sec base. toss in the Soyuz-class skin and i weapon pod console that fire a few volleys of heavy phasers and torpedoes at targets with the weapons pod and if it happens to be tier 5 a hall strength of about 34,500 hp. mirenda price would have to be that of a tier 5 cstore ship even at tier 4
another ship class that could still make for a good cstore tier 5 light cruiser would be the old constellation class 2280's to the 2360's with boff's ltc and ens science. commander engineering, lt tac and ltc universal something like the new avenger battle cruiser but sci focus, 5 forward weapons 2 aft weapons. universal console picard manevers hall 35,000 to reflect the the constellation class is an over worked and some underpowered ship trying to fly itself apart at the seams but fight hard

That maybe but I don't like the models he uses as well as the bridges much prefer those of TOS

I mostly agree here as I only really liked the first two seasons of TNG when DC Fontana was around as ex producer.

I won't argue here

I much liked DS9 out of all the TNG shows maybe becasue Capt. Sisko shares some thing in common with Kirk he is a tactical officer as Picard and Janeway are both science.

Quite true. We all know that Excelsiors aren't fully operational with things like tractor beams, torpedoes and medical staffs until Tuesday.
