If you were to fly them as a beam boat, there's very little difference between the Regent and Avenger. In fact, PvE wise the Regent is the better beamboat as you don't have to waste a boff slot on a sci boff, enabling you to take 3x tactical boffs (specifically romulan crit boosting tac boffs) and 2x engineers.
The only reason I'm sticking to the Avenger is so I won't have to switch to an escort if I want focused damage. If cryptic ever make a boff power that allows for focused rapid fire beams (a beam version of cannon rapid fire), I'd be back in my Regent in a flash.
If the Avenger is used as a DBB boat, the difference is much greater. If I get one, I very well may use a DBB/turret setup.
Honestly, if we look at it that way .. those who still cling to their old and trusted ship (Excelsior in my case) will use them the same way as before. The Avenger-class is nice and all, but after my olde' lady will get those extra commanding signals like this new vessel has ... I will not even think of mothballing her.

The only command difference that cruisers get vs. battlecruisers is agro generation
So far, I haven't been beaten DPS wise by the Avenger yet. Still tops in my Fleet Sovereign A2B/FAW beam boat in all Fleet actions and STfs I've done since the Avenger's release. So no...it doesn't make the Fleet Sovereign and Fleet Excelsior obsolete.
You have to give the new Avenger users time to realize how to effectively build the ship. Guys who have been playing with both Fed & KDF will know what to do, but the pure Fed players never toyed with the Battlecruiser concept before. They're going to make bad mistakes and assumptions just because it's a cruiser that happens to use DHCs.
As far as the Excelsior and Sovereign, they will perform just fine. Their place in Cruiser preference for the Feds is just fine, if anything because the Avenger looks horrible

Once you can get a fleet version and ditch the plucked chicken wings, it actually isn't too bad at all.

+ hull resistance
But yah honestly now the only difference between avenger, with the thankful shield mod toned down is flavor. Though i still feel like the fleet assault cruiser needs more hull, around the same as the fleet support cruiser.
I think we're forgetting what the cruiser category was meant for - tanking.
Though with that in mind, roles are as strong as the need for them in missions. We need more missions(and alterations of current missions) that gives us a need for that role.

Yeah, it does, but it still looks like a brick :P At least it will try to look like an Intrepid gone awry though.
