that's only if you go thru the tutorial with a new character other wise your safe, none of my KDFs got the purple Boff when doing the missions outside the tutorial but the one time I did it with anew one I did get the Purple boff
Lol. 10 bars of latinum says that we'll get Wesley crusher or his son as a starting fed boff. :P
Actually, the main flaw in your analogy is that "It's just a game." You're putting excessive emotional weight on a relatively minor change in the way the game works.
If I were "putting excessive emotional weight" into the problem, I wouldn't be discussing it here. I would be throwing my computer through my bay window or something like this:

I don't care how good it the boff is or if it's purple if I DID NOT REQUEST IT!
"Awesome because it's awesome" is an argument best left to discussions about Chuck Norris.
An Andorian on my crew?
No thanks, there will be NO blue skinned anime freaks on my ship!
The only blue skinned species allowed on my ship are Asari.
Well, unless the Asari is an Ardat-Yakshi, in which case, they will be summarily executed upon arrival.
And inevitabitiblity, I will create a new character.
And trust me, if I have to take an Andorian or some other species/boff I don't want manditorily when that happens, I'm going to be quite annoyed, to say the least.
They'll get the Tovan Khev treatment, no equipment, no promotions, no skill point spending, not assigned to bridge stations or away team, replaced by a more qualified BOFF ASAP and stuck in an EVA suit so I don't have to look at their face.
Bees like honey, they don't like vinegar.

have to agree i dont care if it was gold i did not ask for him and really sick of ppl using that as to why we have to be stuck yes stuck with!!!!!!!!! i can buy any boff i want yes that i want im not some cheapO
Actually, my hypothesis is that it is due to how RR players can use either RR Boffs or Ally Boffs. I think they recoded the way the game checks to see if Boffs are usable. But the current version is subject to lag, and glitches if it gets a lag spike.
I was thinking about it some more, and realized that it glitches least often on the Boffs I've had longest. For most of my fed chars, this is my Lib Borg Eng. This suggests that it evaluates the boffs in sequential order. For RR players that means Tovan is usually first.
They did do some special coding for Ally Boffs.
If you bring up the C-Store during the tutorial, it says you can't buy either the Federation or Klingon Boffs - the alignment obviously does not get assigned until Turning Point.
At the same time, you can buy the Reman Boff.
you have not only Boff Hiven, but you also have NPC Hiven running with you.
If he absolutely must be a pop-up storyline NPC, he could be one without physical presence - just like Admiral TRIBBLE which pops up to give you missions. It still doesn't need to be a non-dismissable Boff.
I am Tovan Khev, the real one anyway, I have some weird shape shifting bridge officer named Tovan Khev2... He's freaking me out, looks just like me. I can't have 2 Tovan Khev's on the same ship. I need to be able to delete this shape shifting imposter Tovan Khev boff out an airlock ASAP!

Yeah.
I'm also wondering how Andorians, who have been in Star Trek from TOS episode "Journey to Babel" (1968), have come to be associated with anime. It boggles the mind.
If tovan had unique abilities then a lot of the tovan hate would go away I think. For example, give him subteruge, operative AND infiltrator, or just replace the operative with superior operative. That way there would be an actual reason to use him

lmao, his uselessness is not a problem. Being unable to discharge him is. Give him an ability to one shot kill everything it won't fix it. Make him of pure gold, with diamonds instead of his eyes it doesn't matter. Make an option to discharge him? Yes, everyone would be happy.
Just noticed his outrageous insubordination. He kicks my commander, tactical and security officers all time. What he shall do next? Put me into a brig for being a servant of empress Sela?

Except a lot of the hate isn't toward the BOFF's functionality.

Personal thoughts. make him race swappable to reman so you can get an all reman crew.
And for the love of Roddenberry take his voice overs out of Nimbus.

Allow me to get the boggle off the top of your head.
I associate unnecessary appendages (such as antennae in this case) as mainstays of anime characters.
Also, Andorian characters were heavily featured in the cartoon series, but with the exception of Shan in Enterprise, they were never shown in a serious light or as a major character in the live action series.

Corspa's fine, because she's a blank slate you can make your own. I renamed her, customized her looks, and gave her a backstory of my choosing. You can't do that with Tovan.
All these people ask is the choice to not have the guy on the ship. STO has always been by far the most customizable MMO out there, and Tovan takes away from that.

I believe your average Andorian would take issue with your assertion that their antennae are unnecessary...
They're aliens, with their own evolutionary path... the thing that actually looks odd, is how all of the aliens (except for the Tholians) are shaped like humans. THAT's the part that looks wrong...
(and for something random... wondering when I'm going to see an assimilated or liberated borg tholian...) ... (or founder, for that matter... or horta...)

AFAIK Borg assimilation works best on humanoids. That was part of their issue with the Undine. But the Undine were similar enough to eventually get assimilated.
Oh and TNG explained why most races are humanoid. It's a half baked explanation but it's there. Short version: The Preservers seeded the galaxy in ancient prehistory.

Oh and Ocett was awesome.....
The difficulty with the Undine, was that they were from a different universe entirely, with their own set of physics and biological makeup, that the borg couldn't adapt to (at the time)...
as far as being different goes, tholians and founders are close cousins to humans, when compared with undine.
and the only reason most races are humanoid is because Star Trek is having a hell of a time finding actors in other shapes... (and yeah, I know about that whole dna scattered around the universe bit... one of the lamer storylines in the trek-verse...)

Um... no. Tholians have a completely different chemical structure. Undine at least are made out of the same things as humanoids. The Founders.... we don't really know what they're made of....

Founders and their warriors the Jem'hadar are physics defying beings like unto Q. They do not need to take in nourishment of any kind yet function and expend energy for years.
My personal belief is they were made by the Vorta to fight the Jem'hadar and they turned the tables on both of them.

In one EP of DS9, they demonstrated that Odo was able to absorb ambient energy. Perhaps this is what the Founders feed on?
You can doubt all you want, but unfortunately the last couple of interviews I've read with random Devs. indicate that they're seriously considering a Boff companion for the Fed. side. I don't know if it would be exactly like Tovan was implemented, but yeah, they're about to do it.

Also, I don't see why Tovan is required to take up a Boff slot. Every Romulan gets Hiven, and if you replay The Price of Neutrality

you have not only Boff Hiven, but you also have NPC Hiven running with you.
