I have Core i7-2600k in a brand new Haf-X case with 2 top exhaust, 1 rear exhaust, 1 large intake and the PSU in its own "thermal" section. Yes I am using the Intel provided cooler/heatsink. Also I only allow the CPU to turbo boost per intel specs, meaning 4-3-2-1 cores boosted at a time based on temp. I also have noted that the game seems to be spastic in CPU usage, but seems to hover around 60% for all 4 cores and the 4 virtual cores, which is odd. The game is the only thing running besides the obvious firewall/anti-virus, mouse software (corsair), nvidia driver panel, and Intel RST. I have also looked at running processes and the other apps I mentioned don't even add up to what the STO client is demanding.
Now up to about the last patch my cpu never was heating up like it is now. I have even gone into the bios, shifted the fan up to max on the cpu no matter the temp, set all the various "power-saving" features on.
I DO NOT overclock, anything, not memory, gpu or cpu. The mobo temp is perfectly fine, all other sensors read fine via realtemp and hwmonitor64 and coretemp. I checked the EVGA Precision X and hwmonitor above and the GPU is not breaking a sweat. While I know my cpu comes with a GPU, the computer assigns all graphic responsibility to the GPU. However I have had my CPU spike to nearly 90C.
To make sure it wasn't an issue with the CPU, I did a stress test, and it had no problems getting through it. The Intel IPDT program also found no issues. I found 2 things out however:
On Nvidia at least (don't own amd), there is a setting for physx, and if you choose auto (it list the GPU and iGPU on the CPU, so I changed it to the GPU (EVGA 580 SC) and I went ahead on turned on V-Sync. I also went to options and changed the option regarding fullscreen, window, etc. so that I could take back control of the resolution, and set it for 1920x1080@59mhz, 16:10 aspect ratio, and that has helped to bring the temp back down into the mid 70's.
Now I have tried other games (and I have a vast library to use to test) and the CPU temp stays in the mid 60's with these games. So my question is what is going on with the program that it is stressing the CPU more than other games. No offense meant to PWE\Cryptic, your game can't be that taxing on the CPU compared to other games released in the last year. So what is causing this? As I said my GPU is fine, it is the CPU. And just switching from the game to the windows desktop knocks nearly 20c off the temp, click on the game, and it shoots back up into the high 70's.
Can only suggest that you install speedfan as a temp measure, so far it has kept my CPU & GPU running nice and cool (32- 56c). Plus of course keeping vents clean and unobstructed. I habitually open and deep clean my box about every 4 weeks.

Any chance you recently upgraded/added to the RAM?
What you describe sounds a little bit like what I have experienced in the past. The memory was mismatched, or too much for system to handle, etc. Then the CPU runs high most of the time.
When I downgrade to less memory or the old memory, the problem goes away.

Crysis 3, Metro Last Night, BioShock Infinite ? Or some Multi Plattform Console games that dont uses mutch of your gameing hardware
and the Intel Boxed Cooler Sucks ! maybe use 35 Euro/ 45$ and get a better bigger one ... tested from PCGH or someone else...
i had a i7 950 and now a i5 4670 and i never used the boxed cooler that came with those CPUs
by the way 70 is not very hot ... should be no problem
shut down HT migh make your CPU a bit cooler ...
