I don't see the problem. Particularly in Elite STFs, you should be kicked for pulling stupid TRIBBLE like showing up in a T4 rainbow cruiser. Yes, I'm typicall off mondays and tuesdays.... and typically on mondays I spend it mucking about online on STO having fun and gathering marks for my fleet and rep items, or just to convert to dil for omega and such. As such I spend most of it online, cycling through various pugs groups.... been through that many today and yet to see a leecher, even work days many times I will do 3-4 before bed and not see one....
Have I seen some before? yes.... Heck once I ended up in back to back pugs with the same leecher...
do they irk me? yes.... But not enough to trade it for the negatives of a VtK system
is it the problem that I see some on the forums try to paint it as? no....
Ignore seems great idea to me if anything, I can use it on that leecher... I can also use it on that loudmouth TRIBBLE who decided to stop playing and spend the rest of the time time ******** about the newb loosing the optional.

Not necessarily. Leechers leech where the rewards are greatest. So one is more likely to encounter them on the missions that have the greatest rewards.
Time of day and day of the week are also contributing factors. fewer leechers will be online during dead game times.
A person that prefers playing during off peak hours in the middle of the week has less chance of encountering leechers than someone that plays on weekend during prime gaming hours.

If you are going to queue for a mission and you think you may get something come up in real life, grow up, man up, and don't queue up. It's a bad thing. Socially unacceptable. Does it reflect on your real life? Do you tell friends you are going to be somewhere and just don't show up? If you do how many "friends" do you have left?
If an emergency DOES come up and you have to leave the keyboard and the group boots you, realize that TRIBBLE occurs and get over it. Things DO happen in real life. We know it. But things can also happen in game as a result of it. Learn from it. Let it go. Play on.
I have played in many, many games, A LOT of them have features to prevent leeching. If you have played other games you know this to be true. I have seen GM's review complaints and take away rewards for leeching. I have seen up to and include permanent account bans for it.
I have seen where a person can simply report the leech and a copy of the chat and a small video capturing the activity are sent to the GM for review.
I have seen a consensus vote of other group members allow a boot (this works great.)
I have also seen /ignore come into play. This is a great way to remove habitual leeches. The person on /ignore cannot queue with you. As the leeches continue more and more, they get on more and more /ignore lists until they can no longer get into a queued mission at all. And in this game that would be an account wide thing since /ignore lists are actually on account and not character. Using this method the character that has an occasional emergency AFK is not seriously hurt by it.
I am all for booting players from a mission when they are not contributing to the mission.

Invalid comparison. I do not control when and how long other people are logged on. So, what you're offering is the option to just not play those queued team missions rather than do anything to reign in other peoples' bad behavior.

So that simople queury needs to run on each person joining the queue... So A&B can team, but C is not on A's Ignore, but is on B's... will spawn many many many unfilled teams as ignore lists grow. The problem grows exponentially with each variable... not to mention adding variables while the queue is still building (new players in queue, players leaving queue, players in multiple queues).
Really... it isn't as simple as you make it out to be.

Actualy quite the opposite for myself. I protest because I have seen vote kick abused as a server manager against good players. I do not want to see that happen in STO under any circumstances.
But then there is the "Those who beg for vote kick are the ones who want to abuse it" Stereotyping can work both ways and oddly enough in this thread and every other begging for vote kick there are people stating they will abuse it by initiating a vote for non afk players but no proof that anyone against a vote kick is one of the afk players. Imagine that, people who will (and admit to it) abuse a vote kick for AFK are the ones begging for the ability.

Every single interaction between you and I where one of us was calling the other a name has been YOU calling ME a name. The only thing I have done is defend specifically WHY I think a VtK option is a bad idea, and have specifically sided with the best alternative to it, in my opinion, if one were to be implemented (the ignore list).... apparently because some other face-less poster has quoted me here 'n there, suddenly they are "my friend" (I have much higher standards for friendship that random faceless internet d00d) and that somehow gives you license to call me names.... sorry, doesn't work that way.

You've obviously never played an instance of anything where you're fighting for your life and this prick with a ship way better than yours is parked at the spawn point hitting Need on everything. Leaving penalizes you and does nothing to deter the aforementioned prick.
EDIT: I'm not saying vote kick is the optimal solution, but it's a better one than having no solution at all.

I say just get rid of need or greed altogether and have NPCs drop loot to those who , participated in killing it, and just for those who participated.
Do the same for the Boss at the end. No Participation, no loot.
True story:
I was playin my engie the other day in a cruiser and I was using a aux to battery build with fleet andorian phasers, MKII acuracy x2, with full tactical consoles, spamming fire at will, APB and directed modulation. Weapons at 100%, plasmotic leech and EPTW, and popping weapon batteries like Pez candy all the way.
At the end of the mission, some tool sends me a PM, telling me: "Next time, do damage.".....
Here I was using a build that does damned well in PVP against my fleetmates, but this person didn't think I was doing enough damage and instead of asking me what I was using, or what my build was, ( you know, being helpful, talking like a person), they instead sent me a nasty PM berating me. Incorrectly too I might add.
This person did not have a problem with me not participating, I wasn't leeching, or in a rainboat. We were in a normal STF and we made the optional too with plenty of time to spare BTW.
So what was the problem then ?
Now, I was in a cruiser, doing "pressure damage", which is what engineers do, and this tool was in an escort expecting me to do the same amount of spike damage as them ?
This is the kind of person that would abuse the vote kick IMO.
I experienced this newest addition to my ignore list just recently, but no leechers, not one. Just lucky I guess.
Imagine what would happen if I showed up in my fleet galaxy .........

But I will not vote kick someone who is trying. I will not participate in a vote to exclude other players based solely on a perceived lack of skill.
A vote-kick should automatically generate a petition and the players voting to kick must document/explain why they are voting to kick. That way a GM can go back and check the validity of the petition and if he determines it to be false the people abusing the vote-kick get suspensions escalating to bans if they repeatedly grief people. Thus griefers would eliminate themselves by their own hands.
One minor point: This should take place after the fight's over. Kinda hard to type anything when you're up to your neck in Borg.

At the end of the mission, some tool sends me a PM, telling me: "Next time, do damage.".....
Here I was using a build that does damned well in PVP against my fleetmates, but this person didn't think I was doing enough damage and instead of asking me what I was using, or what my build was, ( you know, being helpful, talking like a person), they instead sent me a nasty PM berating me. Incorrectly too I might add.
This person did not have a problem with me not participating, I wasn't leeching, or in a rainboat. We were in a normal STF and we made the optional too with plenty of time to spare BTW.
So what was the problem then ?
Now, I was in a cruiser, doing "pressure damage", which is what engineers do, and this tool was in an escort expecting me to do the same amount of spike damage as them ?
This is the kind of person that would abuse the vote kick IMO.
I experienced this newest addition to my ignore list just recently, but no leechers, not one. Just lucky I guess.
Imagine what would happen if I showed up in my fleet galaxy .........
But I say go ahead and put in the vote kick, Know this, I will NOT vote kick someone frivolously and WILL BE the vote that stops a kick if I don't feel it's merited.
It would stop AFKers
I would keep non elite players out of elite STFs

What happens if you are the only cruiser in a team of escorts and you spend most of your time healing the ungrateful sods?
Damage percentages shouldn't be the only benchmark here IMO.
What happens if you are a new player learning, or one that has taken a few months off and is rusty, or someone who never did an STF up till now for that matter?
Are you suggesting this for normal STFs too?
PARTICIPATION and trying should be the only necessity. AFKers are the reason we are asking for this Vote kick right?
And in so far as the " keep the non elite players out of STFs" comment is concerned, this just sounds wrong, too elitist. Everyone has to start somewhere.
Practice makes perfect after all. This is EVERYONE'S game.
You wanna vote kick someone going AFK in a team mission fine, You wanna vote kick someone who is being abusive and swearing to teammates, fine.
But I will not vote kick someone who is trying. I will not participate in a vote to exclude other players based solely on a perceived lack of skill.
One minor point: This should take place after the fight's over. Kinda hard to type anything when you're up to your neck in Borg.
