A console to do a beam overload without the power drain (perhaps BO3, 3 min cd, no drain, 10% shield pen) - I'd settle for one just to stop the drain on my normal BO / FAW to be fair. lol
A double aggro console, to stack with the DOFF for APD (so total is 200% threat) So I can keep aggro in STFS away from the escorts. (perhaps add a small damage boost, make it a sci console)
Console to increase your defense value based on your speed. (2.5% / 5% / 7.5% / 10% bonus when moving at the required speeds - stacks with Aegis set bonus)
Shield resistance consoles, like we have for the hull, but Sci consoles to add to shields.
I'd also like to see device versions of some consoles, so help mix up the builds more.
So for all the consoles in game, there would be a 1 use, 15 min timer version you could buy (like the Jevonite - yes, stolen the idea lol). This would really mix up the builds and add a massive scope to the configs in game.
Also, perhaps do devices for 3rd tier BO skills, they would work like the subspace field mod, but cast the BO skill once every 3 - 4 minutes or be 1 use and the same cool down as battery's.
Dramatically increases your turn and rate and rate of fire...
(But also has a slight chance of making your ship go Berserk...)
Be nasty if the thing suddenly decided to go-off in the middle of a PvP match.

I subspace teleportation console - teleports you into space and leaves you in there phased for X number of seconds - and resets all you ship and console powers.
I would like to see a C3 Console. (Command Control and Communications).
Boost Sensors, Decompiler and countermeasures by 20, Particle and Graviton Generators by 15, for 30 seconds, 2 min cool down, vessels targeting activated console ship receive 20% chance of sensor lockout or placate for 10 seconds that must be cleared by Science Team.

Phoenix Burst Console: Modeled after the Vespas shield systems with a tactical twist, the users shields are rendered "Perfect" for 10 seconds and a secondary shield forms slightly outside of the main shields, this bubble is filled with antimatter.
Impact with enemy ships/constructs causes the outer shield to drop and the antimatter to flood out to the target resulting in a spectacular explosion and DoT for 10 seconds.
COnsole earns its name from the visual effect of the shield looking to be "burning".
Downside: If you impact and your "Perfect" shield drops you're going to suffer some serious damage too.
SCI capt. only console or new sci career trait that boosts damage output with similar cooldown and output of attack plan alpha to equalize the dps race. Could be some sort of radiation carried along with the energy weapon output, or perhaps some sort of exotic based damage applied to energy weapons boosting damage.

*Grants to any torpedo weapon equipped a 180deg firing arc

*120deg firing arc doing 1000dmg per sec for 10sec with increasing shield penetration (40% base) and damage (1.5% dmg boost per sec, max 15% boost) the longer a target can be keep in the arc, beam disengages if target leaves the arc.
Attack pattern-Theta -3pc console bonus power - 90sec cd , 15 sec duration
*+30% base damage, +30% all damage resist, +3% critical chance, +30% critical severity, +120% Flight speed and turn strength, immunity to movement/disable debuffs

Targets a single enemy with a devastating subspace weapon.
Upon activation, this console creates a subspace tear that will follow behind the target vessel for 15 seconds and causes damage over time to any vessels within 5km.
Damage increases based on target enemy vessel's current engine power level.
SAR (Search and rescue) console for carriers - Passive - Gives a 50% chance of rescuing the pilots of your launched fighters/frigates that dies. Means next pet launch, it launches with same skill rank as before it died.
CIC (Combat Information Centre) upgrade - Passive - Upgrading your carriers CIC allows your combat pets to relay targeting information better to each other and yourself, allows for better teamwork. When your pets attack a target you and pets gain +accuracy and crit/chance against that target(s), also when a pet ranks up, they all gain a rank.
A request. Any special universal consoles that require activation to work, please make them to at most 2 min cooldowns. 3min cooldowns aren't fun considering you're giving up a valuable slot that could be better used for other always on things.
Gravity Mass Packet console, increases an enemy ship's mass and severely diminshes its turn rate etc for a while.
A console that targets and disabls a ship's intertial dampeners so that their crew are killed in massive numbers (such a tactic was mentioned once in DS9).
1. Voyager's Photon Flash. Used against the void aliens and later the super stealth mind wiping aliens, voyager emits some sort of AoE flash that decloaks their ships and jams their sensors.
As a console, universal/no ship requirement. Would hit all ships in the area with a massive stealth and perception penalty for 10-20 seconds. This would cause cloaked ships to become visible but not actually decloak, and also cause enemy ships in the area to briefly 'go blind', but not scramble their sensors (so it'd be much less annoying.
2. Gas Cannister torpedo. Either as a console mod or a specific weapon, this torpedo would deploy a patch of warp plasma/theta/tetryon/metreon/banan-fana-bo-bing-bang in the area where it detonates. If it was a weapon the cloud would be small (just a single daub, enough to catch the ship it hits) for normal firing, and larger for spread/High Yield firing. If a console, it would be a much larger patch.
3. Picard Maneuver console - works sort of like the photonic displacement console. Makes a holographic duplicate of your ship and 'shifts all targeting' to it, then teleports your ship 'beside' your current target.
4. Manual Steering Column. This console detects if the user is flying the ship with a joystick, and if he or she is, then it gives some boosts to turn rate, speed, and inertia.
5. Inflatable Starship Decoy. What it says. Would create a slightly baloon-ey copy of your starship, which would aggro all NPCs to target it. When it dies, it would make a comical 'POP' animation that would push ships close to it away.
Romulan:
1. Tri-Phasic Capacitors - [damage type]
These would be a consumable space device, available to romulans. They would work like the effect on the romulan drone ship, save that they could come in a specific damage type and make your weapons look like that damage type as a cosmetic effect.
2. Tal Shiar Emergency Override Console
This console would provide a power that affects all allied ships with cloaking or [mask energy signature] powers in a 8km range, and would do two things:
1. It would reset the cloak timer to 0.
2. It would enable all ships without a battle cloak to cloak in battle while in the field.
So you fire this off, and the entire team can cloak even if they're on cooldown, or don't have battle cloaks.
Klingon:
1. Temporal Rift Generator.
This would be based on Korath's time travel device that Janeway stole in endgame. As time travel in game wouldn't work in general combat it would work visually similar but not do 'actual' time travel.
In this case, it would generate a rift around the ship that deploys it, anchored in space. The rift would last for the same duration as a theta radiation cloud.
Mechanically, it would work like singularity jump for any allied ship that flies 'into' the rift. You could use the tech from the warp slingshot or risian floater courses to ensure they go through and then apply the effect. Could also work as like a 'wormhole generator' that connects two points. Might be interesting.
2. Scattering Field. Projects a 3KM scattering field for 30 seconds (or when disabled by the user) that disables any use of ____ team skills within its radius (except on the ship that activates it)
3. Antigraviton Warhead. This console modifies at torpedo attack that when detonated, creates a gravity well with a reverse effect to the normal 'gravwell' power. So it pushes enemies away from it, rather than pulling them in.
4. Polaron Modulator. 'Creates a shield bubble around all allied ships', visually distinct, but mechanically identical to the 'resonance cascade' console from the Steamrunner- just available for Klingons.
Release a [Galaxy Class Battleship - universal console] via Lockbox or C-Store, which makes your Regent Class and Fleet Regent PERMANENTLY look like a Galaxy Class. (no saucer Seperation possible)
It could work more like a unlock, by using that console the ship gets a permanent visual change which cannot be made undone.
If you devs are in a good mood, then you could give that ship the Galaxy-R crew, turn rate and other stats, just keep the (fleet) Regents BOFF/Console Layout.
So the die hard fans of that ship could finally have a chance to get a reworked version of their favourite ship with a much more appropriate BOFF/Console Layout by sacrificing a console Slot and Cryptics would make a lot of money with very little work IMO.

Nexus Console: Causes the targeted ship's crew to want nothing more than to stay in the Nexus. (Puts all Bride Officer abilities on their cool downs) Cloud possibly include the Captain's abilities too, but rarely like maybe a 5% to 10% chance. Causes moderate Hull DoT damage due to the effects of the ribbon.
Science Probe Launcher - Grants an ability which spawns an AI controlled probe near the player's ship. The probe will seek out and scan anomalies if any are present on a map, returning any resources found to the player.* It can use Sensor Scan on enemy targets, and may also grant Sensor Analysis while active. Probes have no direct offensive capabilities of their own. *NOTE: If probe has collected any resources that have not been delivered when it is destroyed, it may leave them in a loot container.
Radiothermic Induction Coil - Provides the ability "Radiothermic Interference Field", which disables teleportation, sensor, and targeting abilities such as Sensor Scan and Beam Target Subsystem for its duration. This may also disable some abilities for the user, however.
Inertial Drive Compensator - Reduces starship inertia. Effect is more noticeable on larger ships with higher mass.
Ablative Armor Generator S - Same effects as the existing version of the Ablative Armor Generator, but can only be equipped to specific types of small craft.
Emergency Maneuvering System - Grants the "Cochrane Deceleration Maneuver" ability, which brings the player's starship to a complete stop, followed by a quick 120 degree turn. May also grant a passive bonus to turn rate. (May not be necessary as this maneuver can already be done in-game.)
Enhanced Medical Bays - Gives a passive bonus to crew survival and recovery, along with a self or allied target ability "Emergency Medical Team", which restores a portion of injured/killed crew and grants temporary crew damage resistance to the target. (May depend on a rework to the current crew system, which could also come with a BOff ability "Medical Team".)
Regeneration Circuit - Provides a slight boost to passive hull repair, as well as granting an instant ability which applies a heal over time to the user.
Boarding Probe Launcher - Grants the ability "Launch Boarding Probe" which launches a torpedo-like projectile at either a hostile or friendly target, which will deploy a series of boarding drones on hit. Depending on the type of target it hits, it will use a corresponding ability. If the target is hostile, it will apply an effect similar to Boarding Party, with a slight chance of applying Viral Matrix after a period of time. If the target is friendly, it will instead use either Tactical Team, Engineering Team, or Science Team (or Medical Team) based on the status of the target, with a slight chance of using another of the three abilities.
Chameleon Array - Using the ship's external holoemitters, it grants a self or target ability which can be used either on an allied or enemy target. If used on the user or an ally, it will change the target's appearance and IFF signature to one of an enemy faction ship corresponding to any nearby enemies present (allies still cannot attack it). If used on an enemy target, it will instead change its appearance and IFF signature to one of the user's faction, causing its allies to attack it. If used on an ally while no enemy ships are present, it will instead apply a random appearance. This effect will run for a set duration, unless the target leaves the 10km attack range of the user. (Could be given to a Section 31 ship. Hint hint.)
Spatial Warp Projector - Grants an ability that creates an anomaly which applies a zone-based DoT effect and lowers Structural Integrity, which ramps up the longer any targets are exposed to the anomaly.

Adapted Borg Targeting Sensors - Gives bonus to Targeting Systems, Sensors, Particle Generators, as well as a somewhat lower bonus to Attack Patterns. (Also provides a bonus to carrier commands.) Comes with the appearance mod unique to the assimilated carrier from "The Cure Found".
Adapted Borg Hull Reinforcements - Provides a passive bonus to Structural Integrity, Hull Repair, as well as a slight bonus to Armor Reinforcements and Hull Plating. Comes with the appearance mod unique to Donatra's assimilated scimitar from "Khitomer Vortex".
Adapted Borg Warp Core - Comes in two versions: Matter-Antimatter and Singularity. Both provide a bonus to power levels and Warp Core Efficiency, as well as transwarp recharge rate. Both versions also come with the "Overcharged" effect. Matter-Antimatter version comes with [W->A], [Bat], and [EPS]. Singularity version comes with [SingA], [PI], and [EPS].
"Zindarian Technology" set:
Plasma Rail Cannon - Grants an ability which fires a plasma-coated projectile at hypervelocity, dealing kinetic shield piercing and plasma damage with a chance to apply a plasma DoT effect. Has a chance to pierce through the target if its hull is damaged enough, allowing the attack to be chained to an additional target in line. Favors added plasma damage over cooldown efficiency.
Shield Refractive Matrix - Limited duration ability which causes energy damage to the user's shields to be reflected outwards randomly, with a slight chance of directly targeting at least one enemy. The more enemies are present, the greater the chance that at least one will be hit.

Remote Detonation Photon Mine Launcher - Launches mines which are manually detonated via a new power granted by the weapon: "Detonate Mines". Can be affected by dispersal patterns or other mine affecting abilities. Designed for Klingon starships.
Corrosive Gas Mine Launcher - The mines fired by this launcher explode in a burst of corrosive gas, which applies a damage over time effect if it makes direct (unshielded) contact with the hull of a target.
Nanite Torpedo Launcher - Torpedoes fired by this weapon apply a DoT effect which damages both hull and crew. The effect also has a chance to disable subsystems.

Add a defense boost while active and you sir have my interest.
In DS9 Sisko had Dax rig the Defiant to fire EVERY SINGLE Quantum Torpedo at once.
This was a phenomenally dangerous move as if a single Torpedo jammed the rest would still be in the ship and ticking down to detonation.
It worked however and it unleashed a torrent of blue glowy death that makes TS3 look like an explosive sneeze.
Pro: MASSIVE kinetic damage AND it can work with ANY Torpedo type unlike the photonic shockwave console.
Cons: Puts torpedoes on a 2 minute cooldown and torpedo skills on cool down for 3 minutes.
1.5% chance for the launcher to jam, ship is destroyed.
This really would be a "We need to spike the damage now or we're ****ed" console as a jam would kill you.

Both versions also come with the "Overcharged" effect. Matter-Antimatter version comes with [W->A], [Bat], and [EPS]. Singularity version comes with [SingA], [PI], and [EPS].
"Zindarian Technology" set:- Plasma Rail Cannon - Grants an ability which fires a plasma-coated projectile at hypervelocity, dealing kinetic shield piercing and plasma damage with a chance to apply a plasma DoT effect. Has a chance to pierce through the target if its hull is damaged enough, allowing the attack to be chained to an additional target in line. Favors added plasma damage over cooldown efficiency.
- Shield Refractive Matrix - Limited duration ability which causes energy damage to the user's shields to be reflected outwards randomly, with a slight chance of directly targeting at least one enemy. The more enemies are present, the greater the chance that at least one will be hit.
- Plasma Capacitor - Grants a passive bonus to Batteries, as well as an ability which gives weapons bonus plasma damage. (Effect can apply a plasma DoT.) The Batteries bonus may grow as charge builds, with either the console's ability or a battery using up the charge.
