Lol, just because one faction has an edge, that doesn't mean everyone will convert to that faction. It's simple role play, or people playing their favorite faction trying to be Kirk, Kor, Tuvok or what have you. If you're thinking of PvP, well the majority of players and cryptic don't care about that. Romulans potentially have the best alpha strike potential due to their high critical chance/severity, which gives them an edge in dps. It would be logical for every tactical player to go full romulan but that's not what's happening. You don't see every tactical captains rolling romulan toons to play them exclusively.
The other argument that fed/kdf wanna keep their starship specs classified or other storyline continuity BS then why the heck are they allowed to have romulan bridge officers on their T5 ships ingame??? Makes no sense. Face it guys, there is no real reason why allied republican romulans shouldn't have the right to captain kdf/fed t5 vessels .
Just my two cents.
1. then they will get annoyed that romulans get more ships and either switch or come here to the forums and complain. just like PVP is small, so is RP and the "i wanna be like _____" crowd so if you ignore one of them you ignore all of them.
2. Just because the roms and remans are on the ship does not mean they know how to build them. Many people know how to use a computer very well, but most know nothing about how to make one.
So actually your argument makes no sense. there is no reason they SHOULD be able to use tier 5 fed/klink ships. This was decided BY THE PLAYERS before LOR was released. if you do not like it, you can complain all you want, but it will probably not change for a small group of people (nor would it likely change if everyone wanted it, just look at the Gal-x and Gal refit)
"Restricted"... "Faction specific"... Who here believes the romulans are a complete separate faction lol? I'm sorry if it offends you but I understand the man's point, he should be able to command T5 federation/kdf ships on allied characters.
But that will never happen, considering that the reason probably involves CBS's copyright and other money issues.
More likely they wanted to make sure people were cut off from T5 ship's they already owned in order to encourage sales of Rom ships. That's the whole point of LoR, selling new ships to new players and new alts. If people were able to use ships tehy'd already bought how many fewer sales of Rom ship might they have had?
Thats the thing though, I was able to pilot all the other federation ships I had so was under the assumption that the last ones which are the ones we would be stuck with would also be available.
I do not visit every part of these forums and I dont really read the dev blogs.
I think it's a riot that the OP states in a Thread He Started here in the Forums...,
That he shouldn't have to come to the Forums, to learn about new aspects of play introduced into the game.

This is why I think Romulans shouldn't have been allied at all. Too much confusion. You can't use your free tokens on low level allied ships anyway, have to pay dil. All you really get out of it is a couple flashy costumes. Why not give Romulans their own doff chains and call it good? What was the point in doing this allied stuff anyway? And why can't allies use Romulan low-level ships? Romulans don't want to share? Don't sound like very good allies anyway.

Because it was probably the only way Romulans could do PVP, STFs, FE's, Rep Grind ... in a way that "makes sense" ... just imagine "3-way PVP" or why Romulans should join Omega Force etc etc ...
Moreover, the only reason they gave us Low-Level Ships was probably because there is not much choice on the Romulan side from T1-T4 ...
Patch Notes : Resolved an Issue, where people would accidently experience Fun.
I think people are getting the wrong idea, I purchased these ships to use on my 4 Human Federation Characters and being able to use federation ships on a romulan after choosing to ally with the federation all the way up to 50 but not 50 itself was just really bloody annoying.
If the romulan faction was seperate like KDF I could understand but choosing federation and being able to use their ships as you level and even have federation rank at the end you should be able to use the end game ships.
The ONLY Romulan ship that I like is the D'Deridex ship. Others are just plain ugly.
Since when was the Scimitar part of the Romulan Fleet, afaik it was just in 1 film and got the TRIBBLE kicked out of it.
I also didnt see romulans having free reign on federation starbases and such either in the shows but yet I can goto them now and even beam down to earth and use their recruitment program.
Why make access to any federation ships for that matter. With romulans having their own and all.
Your Romulan is in an alliance with the Federation or Klingon Empire depending on which you chose, that doesn't mean you join the FEDS or KDF. The Precedence for Romulans on FED and KDF bases comes from DS9 when the KDF,FEDS, and ROM were in an alliance together against the Dominion.
The Scimitar was a first of the line, developed in secret by the Remens as a means of liberating themselves from the Romulans. If they had used the full specified armements of it against the Enterprise, it most likely would have destroyed the Enterprise easily, especially if it had a captain that was focused solely on the battle at hand.
The only reason why Roms have access to lower tier ally ships is because at launch Cryptic didn't believe the Romulans had enough ships, and that players should have access to the consoles of lower tier ships over having to separate the consoles and allow access for roms through that method. The opposite is true of the tier 5 ships, because Cryptic knew they were going to have enough variety of Rom ships and as others have said, what's the point of playing a Rom in a Fed/KDF ship.
Because it was probably the only way Romulans could do PVP, STFs, FE's, Rep Grind ... in a way that "makes sense" ... just imagine "3-way PVP" or why Romulans should join Omega Force etc etc ...

3 way pvp would work exactly the same. Right now we have FvF, KvK and FvK. Would it really have been that complicated to add RvR, FvR and KvR?
STFs are cross faction in the public queues, team invites are still not cross-faction, FE's are still separated by faction and Rep grind exists for both.
So um... no, it wasn't the only way Romulans could do these things. Feds and KDF manage to do all these things just fine and they are not allied to anyone.
RSE, RRF, I don't care as long as it fits with the story. The decision to give Roms access to Fed/KDF T1-T4 has nothing to do with any kind of benevolent 'awwww they don't have enough ships' idea. Someone said it in another post, it was so they could sell those ships to new Rom players. The alliance system was a business decision, plain and simple and while it's great for PWE/Cryptic, it sucks for a great many players.
"So my fun is wrong?"
No. Your fun makes everyone else's fun wrong by default.
Hey dicks wads because he didn't read that doesn't mean you need to become complete dicks to him. If you buy a damn ship on an account you should own it all the way through. Sorry OP what is happening to you is complete BS
You do own it all the way through. It can just only be used on appropriate characters. If he makes another Fed character, that one can use those ships too.
I think people are getting the wrong idea, I purchased these ships to use on my 4 Human Federation Characters and being able to use federation ships on a romulan after choosing to ally with the federation all the way up to 50 but not 50 itself was just really bloody annoying.

IT's not a federation rank... It's a Romulan rank. It's merely the Romulans and Federation use the same name for that level of rank. Much like how the Klingons and Federation use the name "Captain" for the same rank tier.
Only an idiot with no grasp of reality would argue that people are not responsible for educating themselves and asking questions about the games they are playing, especially if they intend to spend money on the games.
And seriously how hard is it to post a question on the forums?
Player with Question: Hey I noticed the store won't let me buy the T5 Fed ships on my Rom character. Will my Rommie be able to use the T5 ships if I buy them using a Fed character?
Random Forum Member: No. The T5 ships are restricted to their own factions. Feds can only use T5 Fed ships, Roms can only use T5 Rom ships, and KDF can only use T5 KDF ships.
Player with Question: Hey thanks for the quick response.
But why ask questions about something that can be assumed to work, because similar ingame mechanics (pre-40 Fed/KDF ships usable by Romulans) do work and there is no suggestion or warning ingame that it doesn't follow that pattern past level 40.
According to your suggestions, you are basically asking that everyone with the least bit of doubt should head to the forums and start posting questions, even though the outcome can be presumed by prior ingame experience. If people were to follow it, we'd soon be flooded by questions like:
can my Romulan use a Mk.II wide beam phaser?
what about a mk.VI pulsewave assault rifle?
what about an embassy particle generator?
can my Romulan run STFs?
can my Romulan equip the Omega space set?
can my Klingon use Klingon faction, Ferengi Doffs?
what about Klingon-faction Nausicaans?
etc...

The game does not allow you to buy a ship unless you are able to use it. The only way to buy the tier 5 is with a level 50. that means you MUST HAVE a LEVEL 50 Fed or klink character already and that would make any purchases of level 50 fed/klink ships useful anyway and not a waste of money. You can also take a glance at the wiki and it will tell you Roms can only use tier 5 warbirds and factionless ships.

1. PvP ... sure it's possible but you wouldn't find any Teams any more ... it's already pretty hard for Klinks
2. Read first, then talk ... sure it's cross faction but why by Jupiters C**** would Romulans go to DS9 to join some Task Force, or fight Dividians in the Neutral Zone if they're not allied to either KDF or FEDs (it's already hard to believe, without some kind of alliance it's just plain stupid) ... you obviously have no idea about the story ...
3. The idea of selling Fed/Kdf-Low-Lvl Ships to Rommies is pretty stupid as well, because they're already Romulan Low-Lvl Ships to buy, which ROMULAN players would prefer anyway (not to mention the Romulan Console 2x Bonus which FED Ships don't have, mostly because there are no FED/KDF Ships at T5 :P) ... moreover you don't have to buy FED T1-4 Ships with Zen, most of them only cost Dilithium ...

No it is not. Romulans have a specific ship type for each of their first 4 tiers. If you like flying Science ships and want to fly them wile leveling up you need to buy a C-Store Science ships. Some people want more of a choice of ship types wile leveling up new characters and might buy them.
I don't use the tier 4 Romulan Cruiser ships instead use a allied C-Store ship.

No you don't just pay some Dilithium .... and you'll get your allied Science, Cruiser, Tactical ... if you really NEED the +1 Version of that ship for 10 Lvls of Gameplay ... it's pretty much your own damn fault ....
Patch Notes : Resolved an Issue, where people would accidently experience Fun.
Oh yes pay a lot of Dilithum to get a ship you will only use for a short time and is not a account unlock. Nope C-Store ship is much better deal. C-Store ship is account unlock and you get a special console.

Sooo paying real money for 10 lvls of Gameplay makes more sense ... than some easy to grind Dilithium ... well that might be a matter of opinion ... but since you're just told everyone that buying Low-Level C-Store Ships for consoles is a much better deal .... eeeehmmmm .... wtf are you complaining about ....
Again buying Romulan Low Level Ships makes more sense, to get the Console Bonus / with the exception of Science Captains ....

Edit: I have been creating multiple new Romulan character and leveling up from Mirror Invasion to get more Duty Officers and Romulan/Reman Bridge officers so the C-Store allied ships have been a great deal for me.
Im sorry but if all these people that were up in arms about keeping T5 Federation / Klingon Ships to their faction and not letting the Romulans have access to them then cryptic should have barred access to ALL ships.
There should have been no exceptions, either all or nothing.
There were Romulan packs to get all ships, they are all available on the C-Store if people want more ships they can pay for them.

No matter how much you whine, it is not changing. The community decided it when LOR was beta tested, deal with it.
There's even historical examples that justify the Feds/KDF sharing lower tier ships with allies.
During WW2 America gave allies all sorts of war materials from tanks, to plane, to various classes of warships. Escort carriers, destroyers, corvettes, patrol ships, liberty ships, etc.
Terrible analogy. The Republic is neither a strategic ally, nor a power that needs to be propped up in a fight against a mutual enemy.
Not to mention the existing prohibitions on arming a side actively engaged in a civil war (Federation), and the massive amount of mistrust built up over centuries of animosity (mostly Klingon, but also Feds).

The Tal-shiar is a mutual enemy, and all three factions agree the Tal Shiar are completely insane and need to be squished under a very big foot. The Federation also has always gone out of it's way to help fledgling governments (the Bajorans for example) and the Klingons saw they had honor when Temer (I think that is who it was) sacrificed himself to protect the ambassador, and the strength they would get from the republic being strong makes sense for them . So the analogy is fine.
