Was using a Fleet Tactical Escort Retrofit, with the Cloaking Device console. A little friendly 1-on-1 with a fleetmate. He consistently managed to figure out when I was about to ambush him due to the fact that while cloaking stops you being SEEN, it does not stop you being HEARD. He could quite clearly hear me activating powers from their Sound FX, even when he could not see me.
This seems to be either an unintended error or a bug. Please fix it - cloaking should actually hide you completely so long as you make the Stealth vs Perception check, not give you away at the slightest sound.
Rationalize it as 'you detect an energy surge' as the cloaked ship overcharges its torpedos.
Note, however, that you will only be heard w/in 10 km

Actually, the ability to do so represents a weakness in the game's security. You can hear the opposing ship based on where it is relative to your "camera". This means your game client is actually aware of something it should not be: A cloaked ship. Therefore, an enterprising user can locally extract this information or force it to be displayed, representing a violation of security: The client should not be made aware of things that the user should not be.
I use this to my advantage. Sometimes I intentionally use a buff or 2 like tac team near a target to get them to waste one of theirs, then I wait for a little while, go back to 10k range and use all my damage buffs I saved and attack.
It has always been this way. It is not a bug. It is a balancing feature against the cloaked alpha strike.

Also sounds like you could learn to adjust your tactics, rather than making the same mistake repeatedly.
There is already enough crying about cloaks as it is, so lets keep it as it is ok?
If there is absolutely no way to notice whether there is a cloaked ship buffing up next to you (If they arent smart enough to buff outside the 10k for that matter anyway it would be a bit sily.

There is absolutely no reason to 1v1 in a defiant, with the current game mechanics any player that faces a 'decloaking ambush defiant' can easily buff up or counter ANY proper alpha strike because of the decloak sound delay and the initial volley. (Tacteam, evasive, EptS (Which i assume you already rotate anyway because not prebuffing in PvP means death.)

it is also cannon, when klinks are cloaked, they are always yelling at each other to stop making sounds.
