Romulans now beam out of character selection using the correct beam out effect.
The bank, mail, exchange, and crafting consoles at New Romulus Command can now be used by multiple players at once.

Should resolve game client crashes complaining about missing 64x64 Textures.
Sela now has a cape.
She'll be starring in a 3-part miniseries on the Elements Network (Entertainment for Romulan Women) called "How Sela Got Her Cape Back".
It's a feel-good story about women's empowerment and the importance of a good wardrobe for military leaders.
She is so sure of its commercial and critical success she has already greenlit the sequel "How Sela Got Her Cape Back Two: Romulan Boogaloo".
Changed Rank display name for Romulans to be Citizens at low level, and replaced Rear Admirals with Subadmirals.
Foundry: It's once again possible to use custom costumes with Dialogs, Contacts, and Critters.
Resolved an issue that occasionally caused the game client to crash when changing maps.
Missions:
The introductory Romulan cutscene has been made even more awesome.
Also made skippable, and rewatchable from the "News of the World" console on the way to the farm.
Price of Neutrality:
Changed the name of the system from Ajilon to Chaltok.
Added voice over throughout.
Added backgrounds to various dialog windows.
Gasko Blues:
Updated text to resolve typos and provide additional clarity in instructions and general flow.
Added some voice-over.
Changed space encounters in space section to be a bit easier and ramp up more gradually.
Added an animation when interacting with the console to open the prisoner cells.
The Search for New Romulus:
Beefed up the final space boss fight.
Increased the size of the waypoint for "Observe the Bridge".
The Eppohs should now be easier to interact with, and will flee from the player after being scanned.
Updated the space beacons so they only give credit once per team.
Updated final ground boss fight to be less ridiculously hard.
Updated the text to address typos and make dialog flow better.
Crossroads at Crateris:
Made it less likely for Slamek to spawn inside the wall and get stuck.
Added some voice over.
Mind Game: Updated the text to resolve typos and improve general flow.
Turning Point: Players on a team will no longer be disconnected when beginning the Unwanted Visitors objective.
Systems:
The [Trans] modifier found on Mk XI and XII Warp Cores now actually reduces the cooldown of transwarp abilities by 50%, rather than the 35% it was giving before.
Romulan Cloak: Increased this power's recharge time from 20 seconds to 40 seconds.
Romulan Battle Cloak: Increased this power's recharge time from 20 seconds to 40 seconds.
Romulan Cloaking and Singularity powers share a 5 second global cooldown.
Singularity updates:
All Singularity Powers now have a 30 second recharge time.
This recharge time is not shared between the powers.
This will prevent the same power from being used back to back in certain circumstances.
The cooldown on building Singularity energy after using a Singularity Power now scales with the level of the Singularity Power used.
The cooldown's duration ranges from 40 seconds, at Level 1 Singularity, to 60 seconds, at Level 5 Singularity.
Increased base time in seconds to reach level 5 Singularity from level 0 Singularity from 40 to 60.
Singularity Jump: Resolved an issue in the rank 5 version of this power that caused the duration of the Singularity effect to last longer than intended.
Warp Shadow:
The summoned Warp Shadows will now actively move around and generate additional threat on a single target, in addition to the large threat they normally generate.
After 19.5 seconds the player will correctly cloak.
Singularity Overcharge:
This power is now useable while cloaking.
Activating this power while cloaked will deactivate your cloak.
UI:
Resolved an issue where clicking on a skill level instead of using the increase or decrease buttons didn't properly refresh the skill window.
Added a respec reputations button to the reputation UI, and a field that shows the number of reputation respecs the player has.
Reverted display changes from previous update to stats display in the character status window.
Corrected a minor issue in the traits window in which it would display the wrong portrait and species name with your ship selected.
The skills and traits window now show your captain's skills and traits if you have a ship selected.
The respec window now shows the correct pips for each captain rank.
Bridge Officer traits now display correctly in the Trait UI.
Romulans will now display "Ally of the Federation" or "Ally of the Klingon Empire" on the character selection screen if they have allied with a faction
The chat window will now remember its minimized state between map changes.
Known Issues:
The Klingon Mission Journal is currently being re-worked and some missions may not yet be available to existing Klingons.
Neither Klingons nor Romulans are available for new characters.
A small number of participants can now create Romulans as part of a closed beta.
The C-store is disabled.
Players on Wine will need to use a workaround in order to play.

The less mention of Fed and KDF for Romulan characters the better. It should be easy to forget you were ever made to subjugate yourself.

If you're gonna keep this, could you make it so exiting combat resets (or at least reduces) the cooldown on cloak? For the standard cloak at least, it feels redundant to restrict an out of combat ability even further.

On the subject of broken features: I've noted a few:
Clicking in the text field doesn't move cursor to that area of text, like it does in Holodeck.
For the Vesta, the "select primary ship" button covers the hangar slot in the ship selection menu.
Cannot zoom in on ships in the ship customization panel.
Ker'rat cannot be entered by Romulan allied players.
Type 6 hulls don't have that shiny deflector property that can be found in each of the other hulls. (This may be intentional, just thought to mention it)
Cruisers.
Arena battles no longer show the score box (this may be intentional, not sure)
When changing characters, when a different character is selected, their character tab is selected but the 3D character does not show up, and consequently hitting the login button only selects the previous character.

Agreed; what happened? Pretty sure that the Romulan Cloak should be much less than 40 seconds. Look at Assimilated Donatra; her cloak isn't 40 seconds at all.

Ummm.... why BOPs. We Romulans INVENTED the freaking cloak and sold the dumb Klingons - errr our glorious new masters - inferior cloaking Technology.

She's a true monarch for a media focused era, making sure that her face is everywhere. She needs to be added to Living Color's Cult of Personality song.
I believe they did it becasue with the Romulan abilities I was able to cloak 5-9 seconds after I decloak.
I suppose that makes sense then.

Yeah, I'd like to know what justifies the increase on the battle cloak cooldown.
At 40 seconds, most of the "battle" in "Battle Cloak" has pretty much been neutered. Not to mention Romulan Cloaking is supposedly better than Klingon cloaks, and Klingons have a shorter 15 second cooldown?
Is this because of the in-built traits Romulans have... with this being an attempt to 'pad' the cooldown times to compensate for the racial bonuses? If that's the case, you've more or less crippled the racial bonus Romulans were supposed to get - less a bonus and more a compensation for a penalty.
I'm very interested in hearing what justified this change.

Been playing STO since Open Beta, and have never regarded anything as worse than 'meh', if only due to personal standards.
