Putting gates in every sector and nebula will enable faster doffing than even the Tuffli can provide. And it fits thematically with the Iconian gateways.

A faction in no way precludes Hakeev and/or Sela returning.
If your Number One Argument for a Romulan Faction were the Teasers (beginning with "March beneath ..." he/they do ... because it's pretty obvious by now the Teasers were promoting some kind of FE from the start ... so if Romulans are happening, it will be a complete surprise with no Promotion at all, and just some ripple effect of the FE ...
There is no way there gonna bring back one the FEDs most annoying villains just to put them behind some desk in some new Romulan HQ ...

That planet actually looks quite grey and industrial looking at it. A borg colonised planet? How new romulus could end up if we don't save it from this borg/reman?

Well, going directly from ground map to ground map would minimise loading screens.
But yes, a Supergate in every sector doesn't hurt either, and I'm quite fond of Puddle Jumpers as well.
While we're at it, I want my Fleet's starbase to be Atlantis, fully stacked with ZPMs and hyperspace capable. :P
