UPDATE! Thanks to your feedback, we have made a few more changes on how the cancelation of this project will work. Here are the release notes from Tribble:
General:
The Winter 2012 Fleet Project can now be cancelled.
Only a Fleet Leader will be able to cancel this project.
This permission cannot be delegated to members of lower ranks.
Any items donated toward the completion of the project will be lost and not refunded.
Any Fleet Credit earned by donating to this project is kept.
Thanks for everyone's feedback in this thread. I'll be updating the OP.
Ok, so it's now technically possible for a Fleet to cancel a mission. Please allow this for any project, for both fleets, and especially for personal Rep systems.
You can find/contact me in game as @PatricianVetinari. Playing STO since Feb 2010.
While Bloodbath finished ours long ago, I do have two suggestions regarding this, for those who have not:
1) Do NOT automatically remove this project! It is simply never a good idea to automatically yank something.
2) From a constructive perspective - add the ability to *swap* which projects are in the active and queued positions. For all projects. There have been several occasions where our membership would have been better served by moving a newly unlocked project to the active slot, and sliding the current project back to the queued slot. And NOT just for the top ranked "Leader!" I know many Fleets are using a division of labor to manage the various aspects of Fleet leadership. Add this as an additional checkbox on the settings for each rank, allowing Fleets to let Officers also swap which is Active an which is Queued.

Yes, please! I have myself queued the wrong item for a Rep mission, and I'd be happy to lose the few things I put into it before I noticed just to be able to free the slot back up. Being forced to pay 30k+ dil for something I don't want to free the slot is lame at best.
It seems that my original estimation of how this would end, was wrong...
It has ended... ...Goodly.
Oh and...

No, too easy to abuse if on every mission.
ie: Queue mission, donate 20k Expertise on a character that has over 20 million expertise. Drop project. Repeat. Or if you have lots of ECs, do something similar for a project that requires a bunch of shield generators or something.

Exactly. Now they have NO EXCUSE AT ALL not to add a way for, at the very least, reputation projects to be cancelled if someone makes a mistake and chooses the wrong project.

True. For a fleet this could be exploited just like you said. What they need to do is allow fleet/embassy projects to be cancelled ONLY if not a single thing has been contributed yet. Even if 1 expertise or 1 dilithium is contributed it can't be cancelled. This will avoid exploitation and avoid fleet members getting mad having a project cancelled after they contributed a fair amount to it. For rep systems, that's a whole 'nother story. You don't gain anything for contributing (until the project is finished completely), and if you cancel a project you lose anything you added and it only affects you and you alone.

Listening to us is a good first step. I am glad to see that both those who hate the fact they did the project and those who still want to do it win. those who did it but hate it, get it auto switched off and the option to remove it. those who wanna keep it around until they finish it can do just that.
as said before by others an option to switch or change projects both on the starbases/Embassies and on the personal rep would be awesome.

Thanks for listening to and acting on the feedback given.
Also, it's awesome you guys have changed the ornament to start as off, it was nice during the holidays, but it looks out of place now haha.
Join date is wrong, I've actually been around since STO Beta.
True alters don't have a "main". Account wide unlocks for all unique event rewards!!
Sorry, if this was mentioned but I did not read this whole post. This issue came up when the project first came about and we were told by PWE/Cryptic employees that there WOULD be a way implemented to complete it after the event was over. Buying the ornaments off of the exchange is not an IMPLEMENTED way.
I will find those posts by yellow names to remind them this was not the solution they said was in the mix and not the solution the community expected.
No, we were told by Cryptic that there WOULD be a way to get rid of it so that fleets aren't stuck with it.

Actually, I just looked up the posts and we told something very ambiguous that there will be a solution. Well this is a solution, just not one players expected as a gesture of good faith.
I feel sorry for all the players of fleets that spent their free time and in-game currencies trying to obtain this only to have it wiped. I know I would feel like all my time and effort was wasted.

Awesome. Now if we can only get the Tribble project to default to off as well.
