What is the problem with the T4 Galaxy free ship being Captian?

Yes, it in fact is. That is why the game was referred to as "Escorts Online" a not even year ago. That's why tactical console slots and BOFF seats are more valuable overall than other options. That's why Cruisers now have comm arrays and Science Vessels have secondary deflectors and an improved sensor scan and Escorts, Raptors, etc got nothing. That's why there has been a drastic change in gameplay of new PvE queue events recently compared to old queues. The game is way imbalanced favoring tactical gameplay while science and engineering aspects are belittled, and the devs have been taking measures to rebalance it.
these change wasn't aim at the galaxy, but was introduced to bring up to part the cruiser line wich was really suffering compare to romulan ship and escort.
and this is a brilliant example that you could change the game all you want, it will not change the galaxy efficiency in comparison to other ship if you don't do something with it bo layout first.
do the galaxy is better after these change? yes.
do the galaxy was brought up to part with other cruiser after these changes? no.
no, no and no.
it "unique" bo layout ( if i may said so ) was even removed by the galaxy reboot, rendering this ship ( if that wasn't obvious enought already ) completely useless.

because, mind you,, fleet rcs ARE usefull, it is just that you get the least out of it with a galaxy.
science console ARE usefull, it is just that the galaxy retrofit only got 2 slot for them.
gravity well, photonic shocwave are usefull, it is just that the galaxy retrofit didn't have acces to them.
HE, TSS, TRACTOR BEAM REPULSOR ( with doff ), ST, PH, ARE usefull, it is just that the galaxy can only choose 2 of them
you can change science power, science console all you want to make them better, if the galaxy didn't have acces to them it will not matter.
in fact it will wider the gap even further.
there is no change to the game that can be made that will render a ship with that turnrate/speed/inertia, no ltcommander science, no lt commander tact, only 2 tact console and all that engi bo power something that can be made better than any other combination.
if that happened, if engi power were change to a way that makes all the other stats i mentioned something that we can discarded, it will mean that every ship that didn't have enought engi power will be useless ( 80% of in game ship? ).
and BOP will be king.

a ship efficiency is the result of all of it combined stasts and bo power.
a ship that got the least in 99% of all its stats, can not be made better than an other no matter what changes you bring to the stats.
it is mathematical and logical.
the base stats of the galaxy must be change if one want it to be relevant.
there no other choices, all the rest are dream of people who don't fully anderstand how the game sinergy work.

sometimes its not the ship its YOU i knwo people that vape in the gal x right now and before it was (rebooted) so does that mean they are super captains and others just suck? hell i know guys that hold off 3 or 4 guys beating on them in pvp with the fleet glaxy so are they uber or do some of the people complaining just suck? at using this ship that is every ship is not for everybody

I realize that the current BOFF setup is TRIBBLE, and I've been advocating new engineering BOFF abilities to make use of the Galaxy's overspecialization for a while now. I just think that new powers is a better solution than what the general "Galaxy revamp II" mentality is.

You know what would help immensely? If it got the new Sensor Analysis.
galaxy is a tank healer. and before the damage creep and frigging easy button it had a role. now not so much.
It can still carry a team in ISE, even if it isn't optimal. That said, I did have a run where an Excelsior was only doing ~800-900 more DPS than I was, but it took twice the amount of damage my Galaxy did because it was drawing all the aggro. Even with tons of threat generation in the build and the Attract Fire command active, I wasn't able to pull the attention of anything in the instance until the Excelsior was dead. Food for thought, Mr. Rivera.

Not sure what this counts for, but I did a run recently with some guys from Star Trek Battles, The Vault PvE event. And we facerolled it in STB builds. Me in my C-store Gal X(My Fleet X is reserved for my best gear), two Gal Rs, and an Oddy, and one other thing. May have been a Galaxy, may have been a heavy escort or something. Can't remember.
These are far from optimized builds, but these guys are pretty good pilots. My X was using Mk XII Commons. 2 beam arrays up front, a DHC and a Quantum torp. Photon in back and three beam arrays. I was using Heavy Graviton Beam to fill in the gap between Lance shots.
The Galaxy may be one of the weakest ships in the game, but if flown right, and as Kym pointed out in the past, built right, they can carry their weight and more in PvE.
I'm still with you guys though, the ship still needs something more. It's still missing something...

...but its still the worst ship by a fairly large margin. and everything you said about the galaxy R being good enough in end game qued pvp can be said about tier 3 ships too

for me the thread have reach the goal that i give it.
my intention was to bring the galaxy family problem to devs attention so that they can do something about it.
the big "celebrity" that this thread gained, have ( in my opinion ) contribute to force the devs to look into the galaxy family problem.
this thread work so well that somes even use the name of the thread to push for others things to be "fix".
however, the "fix" that the devs give us is a joke.
absolutly no change to the galaxy retrofit and some very questionable one to the galaxy x.
this is also something that give us many information about these ship and what they think about it.
the galaxy problem were not due to an accident, bad development, timming or others misfortune.
it was intended.
that the galaxy retrofit is the least efficient ship in the game at tier 5 IS intended.
they give it absolutly no change, not even a universal ensign.
that alone speaks a lot.
that the galaxy x is a joke of a tactical cruiser IS intended.
some could disagree with the state of the galaxy x, but after several week of using it with the hangar, it come clear to me that a lt commander would have been far more usefull and reliable ( not dependant to environment ).
the change they made to it are clever trought, by giving it the saucer sep, it automatically give him the potential to be a rather good DHC cruiser and adding the hangar to it make it technically something that could outgun a regent ( if the regent choose to use cannon ).
so it would be very difficult for one to proove that this solution is not as effective as just a lt commander, especially in pve.
a very clever move, you give the illusion to enhanced the ship, while in fact it is not really.
because the hangar give you more clikie and more timming that you have to care about and that sum up with the auxtobat one, auxtobat that is required if you want to stay competitive with this ship.
let alone the fact that the recharge time of pet are seriously diminish with the low aux of the auxtobat build. that the reaction time and survivability of pet is hilarious and the tractorbeam of the others are too easily counter by escort.
but with the 4th tact console of the fleet version, the entire package is really good at giving you the illusion that the ship got a serious upgrade.
people that said that a lt commander would make this ship overpower compared to other tactical ship just tend to ignore the base speed/turnrate and inertia of the ship.
so to sum up, the ship got a slight enhancement that you paid with more timming and anticipation than before ( wich is something i wouldn't have believe possible before ), and all this "enhancement" have been given at the expense of the galaxy retrofit who is now officially USELESS.
all that just to not give the galaxy x a lt commander tac.
i remember some saying that we were just 20 or 30 max people that really complaign about it.
we respond that we were just the tip of the iceberg, wich have been confirmed with the galaxy reboot where people come to the forum to voice their "concern" about these changes.
there is no ship in the game that have generated so much threads about it.
but cryptic, or somes stubborn devs didn't care and continue to do as they wanted it to be.
so be it!
this thread is dead, i mean, in spirit, every good idea that we have implemented here have been taken by the devs to be given to other ships.
the galaxy reboot give me a good idea of what the dev want to do with the galaxy familly, i have no reason to continue to advocate for a change to them, they will not agree ( even if they will listen ).
it is maybe time to really consider star citizen, maybe there people will not considered themselves good because they done a hight dps score against some predictable mindless automaton npc.
and maybe there, a more balanced game is possible.

I guess I don't see what the ones that are crying, are crying about.
I can take my Exploration Retrofit, earned back prior to F2P.... and be able to produce >12k in an ISE without going full blown DPS-mode nor using A2B. Didn't even get a GDF.
Couple that with a fact that my dread works to great effect as a non-A2B ship in Ker'rat as well as the few queue's I go into (Let's be honest, as a Fed Ker'rat is a good moneymaking venture balanced with a good time... I make $ till KDF show up, then I make smiles even if I go kabluey) I even took my Explo Ret into Ker'rat after doing that ISE to see if my concept of equipment and tactics was valid. It was proven that it was viable.
Heck... I was flying the dread as she was prior to getting the fleet 4 tac variant with a hangar. Do Yellowstones help? Heck yeah they do, it's a minor bit of damage with a major addition of target lockdown that I didn't have to sacrifice boff skills for. The extra tac console helps, but it still flew great without it.
One large key is that every specialization, engineering/sci/tac for Boffs have offensive and Defensive skills. DEM3, EP2W3, Ep2E? These are offensive skills that increase your damage output as well as maneuverability to get into prime position to put damage on target.
Learn how to actually, effectively, fly the ship as she sits. You'll learn quickly that both the Galaxy Dread and the Galaxy Retro are impressive ships.
Yea but for PVE content a competent 5 man group all in lvl 30 ships can do ISE without a problem.
Why spend money or grind hard for something that cant perform up to par with other endgame ships?
If you never PvP - which the majority of STO players do not do - then there is really no reason to worry about any comparison between end-game ships. As any ship, including the T3s you mention, can do the end-game content with relative ease every person is simply paying for the aesthetics they wish to have while doing that content. For one person the Galaxy is the aesthetic they wish to have. For another person the Ambassador is the aesthetic they wish to have, etc.
The actual ship layout really only matters to the PvPers - as they are the ones comparing their ships to others.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
The Galaxy Family of ships are still last place in the game
yet they cost the same in Zen

this thread is dead, i mean, in spirit, every good idea that we have implemented here have been taken by the devs to be given to other ships.
the galaxy reboot give me a good idea of what the dev want to do with the galaxy familly, i have no reason to continue to advocate for a change to them, they will not agree ( even if they will listen ).
it is maybe time to really consider star citizen, maybe there people will not considered themselves good because they done a hight dps score against some predictable mindless automaton npc.
and maybe there, a more balanced game is possible.

People can still talk about the changes that would like to see happen to either the galaxy or to gameplay to make it more fun to use. It may never happen, but it should stop be talked about.

I can take my Exploration Retrofit, earned back prior to F2P.... and be able to produce >12k in an ISE without going full blown DPS-mode nor using A2B. Didn't even get a GDF.
Couple that with a fact that my dread works to great effect as a non-A2B ship in Ker'rat as well as the few queue's I go into (Let's be honest, as a Fed Ker'rat is a good moneymaking venture balanced with a good time... I make $ till KDF show up, then I make smiles even if I go kabluey) I even took my Explo Ret into Ker'rat after doing that ISE to see if my concept of equipment and tactics was valid. It was proven that it was viable.
Heck... I was flying the dread as she was prior to getting the fleet 4 tac variant with a hangar. Do Yellowstones help? Heck yeah they do, it's a minor bit of damage with a major addition of target lockdown that I didn't have to sacrifice boff skills for. The extra tac console helps, but it still flew great without it.
One large key is that every specialization, engineering/sci/tac for Boffs have offensive and Defensive skills. DEM3, EP2W3, Ep2E? These are offensive skills that increase your damage output as well as maneuverability to get into prime position to put damage on target.
Learn how to actually, effectively, fly the ship as she sits. You'll learn quickly that both the Galaxy Dread and the Galaxy Retro are impressive ships.
The actual ship layout really only matters to the PvPers - as they are the ones comparing their ships to others.

The reboot was and is a totall joke
