Launcher won't launch. IE pops out.

Basically, title says all. When I try to open launcher it doesn't load, instead it says "The program cannot display the wb page" and an IE window pops out with this page adress:" res://ieframe.dll/dnserrordiagoff_webOC.htm ". I uninstalled and installed STO again. It didn't help. I googled about this error. Found some soultion. Didn't help. My default browser is chrome. Could anyone help please? :(

    Is your IE up to date?

    Try to clean-up your pc with CCleaner (cleanes IE trash etc.). Reboot your pc and try again.
    P2W is Pay to Play for me, what else? Duh! :D
