I looked up the picture of the typhoon and it looks like they used the typhoon model to make the 1000 day vet ship.
The Chimera looks nothing like the Typhoon 'cept the number of nacelles.

While still a very combat focused ship, the Universal Commander slot opens the door to a wide array of options for deathdealing, definitely NOT a one trick pony. Also, the ninth weapon gets us out of the kiddy pool and up into the true dreadnoughts of the game. Pure hell on the approach with no drop off in firepower as she comes along for a broadside
This is definitely a ship that should be mirrored for the KDF.
If you absolutely have to give it a module, then do something original.
Heavy Tractor Beam
Range: 7.5km
Beyond simply stopping your opponent, it pulls them into the forward arc and holds them there.
OR
Corbomite Pulse
5km AOE DOT blast, damage approximately equal to a Tricobalt Torpedo with a plasma DOT.

You see, unlike your post, my original ship design is not silly. 9 weapons. Universal Cmdr. Those two alone made me facepalm. After I read the rest of your stats, I continue to facepalm. Then I read your "original" console/ability idea, and actually laughed. Tell me, how is an improved tractor beam a new idea (guess we have Gorn working for Starfleet now), or a 5km AoE nuke (what is this, StarCraft??) original? Or even suited for ANY Federation ship?
Seriously man, this thing is known game-wide for it's blatent refusal to DIE. Put your settings on elite on the KDF side, and Typhoons are one of the few ships that will die in one pass with a DHC turret build, and even on elite, they are the last NPCs to die (other than the jupiter). You call them in with fleet support against elite borg and they still take their sweet time kicking the can.
You give it 7 turn rate? This is NOT an AC or a SC. It's a BATTLESHIP. Battleships are not known for being able to get anywhere fast. And as such I designed the original. And my favorite part: "Also, the ninth weapon gets us out of the kiddy pool and up into the true dreadnoughts of the game.". Yeah. Not a dreadnaught, a battleship. And can you imagine the power drain of 9 weapons? You might as well just throw rocks out the windows.
And cannon capable... no. Just no. This is supposed to embody the FEDERATION warship, NOT the KDF one. Cannons are known for the most part to be used by the KDF and RSA. Not Starfleet. Starfleet is renowned for being peaceful and diplomatic, and then dropping the hammer with massive beam arrays and walls of torpedoes. That's what I designed this ship to do.
I respect your idea. But it's not what I imagined a Federation battleship to be. What you proposed is just... Well the closest word I can think of that would be allowed on this forum is shameful...
TLDR: I think your idea is different, but I do not support it. Also, everything I posted is my personal opinion, only partially substantiated by facts. I do not speak from authority, nor will I pretend to know everything. I was simply stating what I felt.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
Perhaps you should add threat generation to your active console ability. Make it a little easier to tank.
If the idea is this thigs mission is to boldy fly at danger, laugh at it, then expose its dangly parts. Perhaps it should have a damage debuff similat to pattern delta as an innate?

Interesting idea. But if it were to be innate, it would need to be a LOT weaker than APD. But I like this idea. If you can give me some numbers, I'll tell you if I could fit it in.

Hear hear. TRIBBLE your little pets, we gots a battleship and a dreadnought.
2.5% or less but stackable with delta or beta so theres an incentive to run it. altho a 7.5% debuff may be overkill for pvp so probably less.
Maybe have it work like a reverse sensor analysis, the longer you are targeted the stronger the debuff.

Hm... Ok how about this:
Passive defense bonus of 5%, every time you hit it you lose 5% defense? Basically make it act like APD, only a lot weaker. As for the longer you shoot it, the worse it gets, we could give it a sort of MACO + Omega like effect, where the longer you shoot it, the more defense it gets, cap out at 10% damage reduction, with the attacker losing 10% of his damage reduction? Would require being targeted and shot at for I'd say 7 or 8 salvos, but that could be worked in I think...

Sounds about right. gives incentive to actualy play target. That added with increased threat and it should easily serve as a shoot me sign and make a decent fleet center for pve and not too bad for pvp.

Now if only we could get this ship into the game, add on that little passive, the stats I put up, and we got ourselves a legit battleship right there...
But we all know that Cryptic won't put this in, since if they do put a Typhoon in, it certainly won't have these kind of stats...
But if a dev/coder/cryptic team member happens to read this thread/post, I really would like to see this ship in game. Hell, I'd pay 3k zen for the c-store version I put up, and I would pay for the FSMs for the fleet version. You guys can even quote me on that... So yeah, please put it in?

Maybe not, but we may see a version of it.
I have noticed that certain ideas presented in ship builds sometimes make it as a console power. The latest sets come to mind. and the new romulan consoles are something i remember reading about on the forums a while ago.

no i mean the bubble it uses when you shoot it... it becomes invincible for 10 seconds.
Um... what? I've shot at Typhoons from normal to elite, and I've never had one go invincible on me. EPtS3 and TSS (which makes them damn near close), but never true invincibility.
The only ship that can currently do that is the Vesta.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
I strongly disagree with these tactical focused propositions for the ship. We have tactical cruisers. We have the Excelsior, Regent and Galor, so use one of those. You can even fly a battlecruiser as fed thanks to the D'kora.
What we STILL do not have, despite it being the obvious thing to add at this point, is a cruiser with a LtC science station (one that is not actually universal). I think the Typhoon would be the perfect ship to fill that void.

So how many different skins are we going to put on the same mold? Where is it written that eight is the magic number of weapons beyond which we cannot go? Eight weapons has been done to death on the Federation side. There's little else you can throw at that model and come up with something original.
As far as cannons go, this is a frickin' BATTLESHIP. This is not a ship you send to a planet to host a tea party and sing Khumbaya. It is here to kick you teeth in for being an annoying prick. The silly notion that the Federation won't stick cannons on a cruiser hull because it's "something those dirty Klingons do" is stupid beyond comprehension. This is a pure combat machine. Also, throwing in cannons allows the nine weapon model to work because you can mount both and effective alpha strike package on the bow, and still have enough slots to mount an effective broadside combat package simultaneously. Again, this is a BATTLESHIP. If it appears overpowered, well, that's because it IS. The energy drain can be managed by giving the ability to mount a diverse weapons array and use them all effectively in their arc. Forward cannons don't affect power on the broadsides anymore than aft beam batteries affect power drain on a frontal assault.
I suggested the universal Commander slot specifically to allow it some variation in use. It can be a science cruiser, it can be a hardcore tank, or it can focus on being a heavy duty damage dealer. No need to throw a three-pack on the Z-Store.
As far as the feeble attempt at distinguishing battleships from dreadnoughts, do a little reading. The first modern battleship was the HMS Dreadnought. The terms are interchangable.
For the consoles. The Federation has none of those abilities. As you said, if the tractor beam style module does exist in game, it's KDF only. As far as the AoE, again, this ship is intended to be something extraordinary. The model I suggested was intended to be taken as a Tier 6. Something more than what we've seen so far in the game.
Looks a lot like the the tac Bortasqu stats. Not sure if giving Feds a ships similar to tac Bortasqu would be fair if KDF doesnt get another ship. Fed already got Vesta 3 pack with KDF not getting a similar type of 3 pack ship.
I did explicitly say in my earlier post that this should be mirrored for the KDF. This isn't some Z-store cashgrab boat, at least I don't believe it should be. This is just the next in line on the Tier progression in-game.

Corbomite Reflector from armada would be nice. Reflects energy and kinetic damage.
+1 on the ship in general would be nice to have battle ships on both sides. Would make for some sweet slug outs.
