Unfortunately, zoning didn't work for me. I have changed ships, swapped out characters, relogged, restarted, beamed up and down, changed instances, flown from sector to sector, transwarped -- nothing helped.
This is now an unplayable game for that character which is annoying as I am a subscriber and I can't do what I have subscribed to.
I also filed a ticket but it isn't showing in View Tickets so I don't know what's wrong there.
It has to be fixed ... and a little recognition post from someone would help. Right now I feel like nobody is paying any attention to the problem.

Addendum: I entered memory Alpha System and was able to assign all my BOff's without moving elsewhere. Memory Alpha System is the only one that has worked for me. I've been to several other systems where I was still unable to assign them.

What I have found so far. Both factions affected. If you have a boff slotted, "none" does nothing. If you have no boff slotted you are stuck with "none". Some people can zone, re-log, or switch ships to fix this while some get no results from those options.
Please try switching out of the ship, and then back to it, as well as moving to a new zone -- let me know if this solves the error so I can include it in the report I am passing along now.

i have changed the ship, delete the other ship, exit game , join game with force verify , by ship go to orbit and i can't assign the boffs
my fleet kam has a universal LT, after swapping zones a few times, i was able to in a space map slot a boff in the universal station, and then in the station i wanted him to be in. it had to be in the universal seat first. that universal seat was at the top of the list, so that might have mattered more then that it was universal, don't know. good luck
I'm having the same trouble. I did the Doomsday Device mission which put me in a BoP. When it dumped me back out the the sector map I couldn't re-station my boffs.
I've tried switching instances, switching ships, exiting and restarting the game. Nothing has worked so far. Now I'm stuck, I can't play the game with no BoFF powers on my ship. The AI will tear my ship up.
I have one option left to try. I have a token for a new Captain level ship. I'll pick that up and maybe that'll let me put BoFFs on it.
*Edit: Got the new ship with the token. Now I 'm stuck with a new ship and no BoFFs. As you can guess that didn't work either.

Sorry to be so negative, but **** it... How is this possible, just how can they make this game so frustrating, now I can only assign BOs to my old, not c-store, rusty PE. Or if I want to play in my Breen bucket no problem, but all my better ships are now unable to assign BOs...
Done the changing instances, logged out, quit, re-started, blah-blahed on chat. Put in GM report, then tried to create the ticket above. Just went to ticket to edit it and found that only the first sentence made it the rest was blank... So I don't know if this means that they aren't getting the complete tickets or not, but if so maybe it explains why no ticket has been answered since S7 (imoe)...
Tried all the tricks suggested above and no joy for me either.
It's only affecting the chars that I did the anniversary mission with though so it must be something broken with that?
Confirmed, works in Memory Alpha Maybe it is a way to support crafting?
I just tried that. Went to the Memory Alpha system (not on the planet). And I could re-station BoFFs in that system. I don't know if this will work for everyone. But a big thanks from me for letting me know.

Didn't work with mine. Oddly enough, my Borg BOff was assigned to her station on the Miranda when I switched to the starter ship.

If you have a default small craft set, the universal station on it that might work too (has for some, but not others).
Having this problem account wide on all ships, tried just about everything from switching ships to relogging but didn't work. Flew to memory alpha to see if it worked there, but couldn't access the system, probably due to the crystalline entity parked on top of it.
Went to fleet starbase after that and found I was able to reassign BOffs there. Weird that it works in some systems and not others. Potentially game-breaking for a lot of people and needs to be fixed immediately.

I discovered this after buying a new Advanced Escort. In Sol System (or my shuttle bridge, I forget which) I was able to slot my science officers. In Alpha Centauri space I was able to slot the tactical officers. (though I had to do the top one first) I had to go to Memory Alpha system to slot my single Engineer station. I can't select None and get it to stick most of the time, and this bug is also affecting my Danube Runabout to some extent. Not sure if this info will work for anyone else, but I thought I'd share it. I think I'll still try and do a ticket to make sure they know it's bugged the heck up.

Me also! Every ship is doing this, one or more of the slots has changed to None and then cannot be switched back to any BO.
This makes the game unplayable, flying a ship with 2 out of 5 BO's is not acceptable.

Edit: Cant even select None on the one Boff slot that is occupied
on my new fleet kamarang, i can slot 2 boffs, i did this by selecting none first, then another officer. i can only get this to work on 2 though.

Come on Dev's please make this a priority, I lost more than half my playing time over this.
I'm trying to keep faith with you guys, but each patch makes more problems and it's getting real frustrating.

Can't assign my bridge officers, not even in Memory Alpha. Boo.
Guess I'll have to play with a character that's already set up for now and hope they don't break until this little gem of a bug is repaired. *sigh*
