OOC: Warren's an evil SOB - probably more so than Morrison was - but he knows there are 4 obstacles he'd have if he had to clone Mira again:
1) Time - he'd have to reinvest all the time in training her.
2) Resources - despite appearances, D.I.S. isn't just a bottomless well of resources.
3) The MM - the Mysterious Man pulled the plug on trying to capture Tara after the first attempt because it cost him 3 of his best agents and a hull breach. He doesn't exactly want to keep repeating a flawed design.
4) Replicative fading - D.I.S. is restricted to using conventional cloning techniques as opposed to Gholas, so each time Warren clones Mira, she loses part of her genetic code until she becomes unviable.
Plus, he doesn't fully understand just how sadistic his own creations are, so I have no expectations for 15 to even remotely do what he said.
