I think it largely depends on the angle they hit the water, too steep they loose distance / just right they will gain as the momentum will keep them going. However in the case of cookies if the distribution of choc chips isn't even then you could get an uneven flight path which would effect the angle they hit. Another factor would be if the cookies or biscuits would be spinning and if so how fast?

I'm not a physicist (I got my B.A. in what the Doctor doesn't like: archaeology), but I would say that if one could smack a cookie off of a fast-spinning turntable (say, at about 78 RPM), the cookie might have the momentum to sail through the air (getting labeled a UFO in the process), and then bounce perfectly on the water for a million times and end up either in China or Down Under where people walk on their heads. But what would they make of it? Fast food? Or a surveillance drone sent to spy on them?
