@zengetsu200 Make sure you are NOT in tiger/panda form (it matters!) and visit NPC Fleet Commander Corcoran. He is located in one of the ships in the middle of Primal World map. Let me know if it helps.

These are the rewards for completing the 9 levels. You gain Exp, Spirit and "buff points" for each individual level. You can use "buff points" to pick special buffs in the tower, it helps a lot.

You reached Shifting Sky I and talked to Fleet Commander Corcoran. After that you see grey shield above NPC. Do I correctly understand your problem?

Of course, it is not impossible. It is not required to reach Astral Energy lv10 to unlock all nodes. Star Chart generating behaviour provides you a chance to unlock more nodes than your Astral Enegry level is, but not less :) E.g., if you have Astral Energy lv4, your Star Chart will always have 4+ nodes opened.
