The free hypers been char bound for a while, bit late to realise this O.o In fact most of the free stuff is char bound.

PK is allowed in Secret Passage but I'm not sure if PvP is forced there on PvP servers. I know it's not on PvE servers.

The only advice I have for questlag is try to relog. Also move to a less populated area to log off and relog as densly populated areas are bound to give you quest lag upon logging in.

lol, too much of a good chance to get good stuff, never gonna get put in this version. We have the Cosmic packs instead which is mostly the same stuff with some extras, along with a high rate of getting normal luck tokens.
