I understand the announcements are used as an incentive to others for buying packs but personally, the ToBL announcements have led me to completely ignore all the pack shouts. Might be in the minority here when I say that I hate red spam, so why would I inflict it on others? I've no desire to buy packs when they clutter up…

I encountered the same problem the other day. Just try it again another time, it'll work eventually. I saw a few posts on this same problem somewhere around here, maybe in one of the DQ stickies.

At lvl 40, you can start the Goshiki Quest Chain, activated by visiting the elder of your race. Doing this quest chain eventually leads you to the Elder of Raging Tides, who will then have more quests for you that give all the exp your friend probably mentioned.
