I firmly believe that that quest is bugged and cannot be start/completed.

remember sleep broke when you attack target. And the sleep duration is random. Sometimes it last 2s, sometimes 13s

Chromatic seal rocks, no they are not nerfed. Work wonderfully in pvp. Silent seal is situational. The paralyze is good but the reduce ur damage ruin it. Best thing is they both 100% chance to immobilyze / sleep target
