everything has changed so much :( Either way, I'd still go with +30 atk levels. It's a guaranteed 30% more damage vs 4% chance to do 100% more damage. It's up to you of course though.

I assume this is the item you're talking about? If so, I'd definitely go with 30% more damage. Also, if I remember correctly, the demon masteries do not apply to all elements. You only have 1% more of a chance to crit while using Sandstorm, not 3% from the added 2% you get with water/fire mastery. So...
