Generally, any magic using boss should be tankable.... which means possibly add Chin and Yan the Traitor to the list Aneemah provided. Leave the physical bosses to the tanks.

Lunnark has it right, a party around level 60 (possibly a little lower) shouldn't have a problem with 1-1 if they know what they're doing. Add a second cleric if you want to do the drum boss.

At level 10, metal mastery increases your metal magic damage by 20%. Since two of the main spells you use in PvP (weld thunder and cyclone) "inflict metal damage" - yes - metal mastery is a very important skill for both PvE and PvP. It increases the damage done by those spells by 20%. I'd level it up ASAP.

I hope Tao was just messing around in TW last week because I didn't see any teamwork from them. BMs running out solo and aoeing two squads is fun and all, but it's not going to win them any land. They do have insanely high levels, they just need to work on the working together part.

Any specific boss(es) you are referring to? Bosses have different strategies and some bosses (Krimson, Jewel) require 2 or even 3 clerics.

Based on my PvP and TW experience, the most successful combo I've had against Barbs and BMs is: Plume Shell > Chromatic Seal > Elemental Seal > Double Spark (hopefully your sparked) Cyclone > Weld Thunder > Cyclone

Charms are a much more efficient use of money in my opinion. You could earn more exp in an hour using a scroll (assuming your also using pots or a charm), but that extra experience comes at a pretty steep price. I guess if your choosing between one or the other, you'd have to go with the charm.
