@Tweaks evolving pets only happens at lvl 100+, iirc. Most water content and flying content, quest wise, is under lvl 100.

Oh idk, maybe because for some people, rep gear...at least r7/8 is cheaper than g16...or they get it as a starter to be able to work towards g16?

Well, for now, based on rep prices on my server. I'm going to start with r7 armor set (with mods, has more pdef and hp than r8, according to pwcalc). Light armor fox hybrids are also viable. You'll get plenty of pdef, even more if you shard with garnets, better refines than robes, and will be able to use all weapons at your level. Wouldn't frost arrow be good to level then? For the phys resist ones, as sage converts it to water damage.
