Seriously? This isn't even a debate. At level 70, you shouldn't even be getting squads with that high of a damage output, thus you shouldn't be leveling your level 59 skills at all. Also, even if they were level 10, you wouldn't do enough damage with them to do enough DPS to kill them before your squad eventually wipes.…

Just max all the offensive skills as much as you can, work on the Lvl 59 ones later if you wanna do PvP. Same with Force of Will. You're never going to use it in active PvE because it just pisses the melee classes off. Also avoid Emberstorm, hailstorm, pitfall, and crown of flame until endgame.

Stone barrier will take care of the rest. Sharding garnets is for clerics, not us. Always shard citrines.
