    It's a (basically) pre-spurred rare mount. It looks cool (though I wouldn't want it personally, it does look cool). You don't want to pay for it, don't pay for it. Why are you even talking about this?

    how is it pre-spurred if it would you could use it at level 20.

    It's pre-spurred because its speed is already maxed out.

    You can't lower its level requirement no.
