I have to agree with this. I've notice since the last update that I seem to be taking a lot more hits where I should not have and I've burnt through most of my healing pots now because of this.

I can confirm this is in relation to running the graphics on the highest settings I've been able to reproduce this issue each time. When it happens I run the game in safe mode it loads in 2 sec then revert my settings back to high and i'm good until the next time I need to load into enclave.

Stuck at loading screen for protector enclave as well but it seems to be with both my characters. My 3rd character who isn't in the enclave was able to load no problem. Update - Seems to be resolved now still a bit long to load but it's loading now.
