• Well, currently it fills the bar to 100% sometimes. It's only a few times that it doesn't fill it up all the way, which is why I thought it may be a bug.

• I plan on making several characters to see what I find most enjoyable to play. Then I plan to play through the game to see how far I can get during the weekend. Should be some good fun.

• You should be fine. I doubt you would be able to run at max settings with no problems, but you will be able to play the game just fine.
