This is not correct at all. I ran my GF in RC at least 20 runs last week, and yhe only time that attack killed me was when I wasn't paying attention and didn't get the block up in time. It is working correctly as intended

An "attack" is not the same as an "ability". Its been known that Harper bard does not trigger ProtCom. When playing a DC, bastion of health doesn't trigger attack based feats, its no different.

I did about 45 successful runs in CR last week. I would say roughly 15-20% of the time this bug occurred. I speculated that it may have something to do with proximity to the gate when Strahd rides up, but nothing with empirical data to back up.

Fixing the kick system flat out needs to happen. It won't be a fix all for PVP but it will help. Also it is in dire need of it for random ques too. Another reasonable solution is to ftp players loosely based on IL, so you don't have fresh L70players grouped with 15k PVP toons

Agree with all of this. I have/use some of these items, but that is mostly to remain competitive in anenviroment filled with them. If it is multi proc'ing, that deserves a fix. A nerf, certainly not. I use it on my TR and its having a decent effect on occasion but even with almost 200k HP, maybe two or three times I've seen it really smoke someone. So, I made the switch from armpen boon to lower and ran 10 or so dominations. There was a noticible difference in my ability to drop better players. So I refined up my artifacts and gear and made some tweaks. At the end of the night I ended up with about 35k power, 15-17k recovery.I still have about 8k armpen. I'll test…

Ok, so as an executioner build, if I turn my guild boon to power, my armpen becomes like 7k and my power goes to 33ish. Now as this was an experiment I didn't take my artifacts to mythic and just using rank 10s for enchants.
