This has been known for a very long time. The High Vizier 4set bonus says it 'steals' 450 defense per stack up to 3. It's 10% mitigation debuff per stack. Do Karru/FH/ToS/SP during DD to get the chests. Do them until you have 4/4 High Vizier set, then you will have the best CW set in the game and be at least of some use in parties.

Have you actually tried it? 'Control spells' is a pretty wrong name for the vast amount of spells that proc the mitigation debuff. One might say the tooltip is complete garbage. Should read as follows: Almost all your spells do 10-30 % mitigation debuff and a few of them also give you 450-1350 defense.
You should test HV on dummies to see that it doesn't steal any defense. It's a direct mitigation debuff of 10% per stack. Some powers do give you stacks of 450 defense though.
Unfortunately they fixed the HV glitch/exploit that let you butcher any boss in under a minute. But HV still gives party 30% dps boost. Keep using shard on bosses with lots of adds, always. Because you need to sing on the boss constantly, I have seen countless noobs trying to separate draco from adds, it either ends in a 30 minute fight or constant wipes. I see so many 14+ CWs who have no idea how to dps that your discovery is hardly surprising. You can usually tell how bad they are by the simple fact that they don't use the vizier set, at that point I usually just leave the pug party.
Armor penetration is pretty much a direct dps % increase up to 20% then diminishing returns up to 24% and nothing afterward. Always remember that arp is calculated first, then debuffs. Absorb the implications of that. TL;DR: arp >> anything | up to 20% arp.
What "real" dps is this? Dungeon completion time is identical for everyone, actual relevant dps becomes total damage divided by time to complete dungeon...
If you are farming CN with 3-4 CW it won't hurt for one of them to have that extra 900 power. The rest should be HV. 900 Power will give you a decent DPS increase, it scales differently with different abilities as it will give you a 4-20 % damage increase.
