That's what mine looks like on an "imported" toon (the cleric healer/dps option). But it looks normal on the toon I created from scratch - however that one did not let me use the chat until I logged out and "imported" the aforementioned toon. I'm not sure which caused it to unlock the chat, though, obviously.

I have the same issue for my wizard's offhand. It was already upgraded to epic before Mod22 dropped, but now I can't upgrade it to legendary. I get the same "empty" box. Darn. I was hoping it would be a quick fix for the devs.
