Only seems to happen with my characters in the Protector's Enclave. Loading screen sits there with completed progress bar. But after 5-6 minutes I always get in.
As far as I know, it is a known bug that the recommended feature does not take the item stats into account correctly. I think you should simply ignore it for now.
And balance most of the dungeons, especially epic tier 2. Maybe replace a couple dozen of adds, with interesting boss and trash mechanics, that are fun to tackle with a balanced party setup.

The debuff is a disgrace to the class, but it is not the reason dungeons are such a mess for pickup groups. When a group does not handle adds properly, a cleric should unslot any power with heals. But that means a cleric is a wasted slot, as many beneficial effects are tied to heals.
On the foundry UI there are 5 tabs: Best, Featured, Subscribed, New and For Review. Best and New have a language filter which works fine for me. Featured and Subscribed have no filters at all. It's not ok. But if you normally enjoy pickup groups in MMOs, at the current state of Neverwinter's tier 2 epic dungeons, you either play along with groups exploiting, or not play the game at all.

The foundry UI has a filter for language which does not seem to work at all. I have set it to English but get German quests all the time when searching. The queue system should just scale down higher level players for lower level dungeons, like PvP does by scaling up. It is odd that very often in MMOs, the PvP side has all kinds of nice systems in place which would be very useful for the game in a whole, but do not seem to make it to the PvE side.

The level parameters seem to only work when you select a top category, e.g. equipment. But they do not work when selecting a subcategory, e.g. helmet. Maybe that is a workaround for some cases until they fix it. Often items have a common part in their name, e.g. pants, shirt, helmet, etc.

Frequently the game switches from fullscreen to window in its own. Alt-Enter then either sets to the wrong resolution or cycles through what seems random resolutions like 800x600.
