That doesn't seem correct. I don't recall the admin channel from the last time I played, and they added the ability to turn it off looooong ago in STO.
It'd be nice to have more dev communication period. STO's end-of-the-year update has eight blog posts dedicated to it, it's partly on the test shard, and they are posting daily about it on the forums. Over here, we don't even know for sure what class is coming next, or what the theme will be.

You can play most non-Steam games with the overlay. And actually, you can launch any Cryptic game using any other Cryptic game's launcher. So if I need a native Steam version for some reason, I could launch it from my Steam STO or Champions launcher. It doesn't matter really, as the game is launching after the launcher…
