I have not had a chance to test whether or not another mage can still steal ownership of Rimefire Smolder if they apply Chill to your Smolder first. I will test it this weekend hopefully. This could still be a problem with damage credit.

I have not had time to do a lot of testing, but Rimefire does appear to be working as it is supposed to in regards to firing in conjunction with the spell that turns it into Rimefire from Smolder. Forgive me, but I think you missed the actual problem. Chill never prevented Smoulder. The problem is Rimefire. The way it is supposed to work: When you apply Chill on a target that currently has Smoulder on it, Smoulder is replaced with Rimefire which should continue to tick as a now cold based damage Rimefire.
