I have not had a chance to test whether or not another mage can still steal ownership of Rimefire Smolder if they apply Chill to your Smolder first. I will test it this weekend hopefully. This could still be a problem with damage credit.

Forgive me, but I think you missed the actual problem. Chill never prevented Smoulder. The problem is Rimefire.
