Oh, and also, just to be sure, I have repeated this step many times in case the NPCs just bugged out. There are NO quest dialogs or instance entrances available in Blacklake for me. Also, Hot on the Trail, Close to the Crown and Nashing of Teeth show as completed in my quest journal.
